National Operations Manager
Location: Phnom Penh + 75% of province field visits

Directly report to: Managing Director
The National Operations Manager (NOM) will supervise the daily operation of the organization. He/she will be in charge of the management of the 5 Regional Managers (including 40 field staffs) and 1 Sales Manager (including 10 field staffs). The manager will be responsible of the sales growth of the decentralized water kiosks, by implementing the national strategy and the standards. He/she will collaborate directly with the Managing Director, as direct supervisor.

- Ensure the day-to-day supervision of the operations (5 regional platforms and 1 sales team)
- With more than 350+ water kiosk, delivering 1 million consumers every day, a strict daily management of the team is key to ensure the best service and water quality. The operations team’s work is defined through a framework including field visit, coaching, regional and national meetings to ensure the full and pro-active support to the local entrepreneur and the communities. To support the quality of our services, the organization ensure a continuous training program to all the employees. This program is integrated to the HR department and serve all the department with a specific focus to the operations team.
- Mission 1:
- Ensure the implementation of the operation framework.
- Do weekly meetings which each manager to follow-up on the activities and respond to emergency challenges.
- Prepare and coordinate national meetings with the operations department.
- Timely respond to the team’s challenges and needs.
- Track and analyze operational KPIs of the whole network and take corrective actions when required.
- Monitoring the performance and productivity of employees and teams, providing coaching, training, and feedback to improve their performances.
- Ensure that the operations team has the necessary skills and knowledge to perform their duties
- Participate, with the Managing Director, to the recruitment of new staff in operations team.
- Ensure the efficiency and the growth of the operations through the implementation of SoP and national strategy
- Through the implementation of operational standards, SoP, financial procedures and HR policies, the Operations department strategically aims to increase the impact of the organization by serving a maximum share of rural population in Cambodia. The NOM will be responsible to ensure that each water kiosks, entrepreneurs and communities perform their operations following our standards. Those standards are the key success factors of the water kiosks in terms of water quality, sales performance, HR organization and financial sustainability. Additionally, a dedicated national sales growth strategy must be implemented by each regional platforms under the responsibility of the NOM.
- Mission 2:
- Implement and follow-up operational policies and procedures to ensure efficient and effective operations (WQ, logistic, safety…).
- Ensure that organizational processes remain compliant with standards.
- Conduct field visits to control and ensure the implementation of the standards and policies.
- Evaluate and propose new standards or procedures to improve the efficiency of the department.
- Ensure the coordination with external stakeholder and internal departments
- The regional platforms are supported by other internal departments (WQ & technic, finance, admin, water in school, sales, development, Black Belt…). Those departments are serving the operations of the organization in order to ensure the best service to the entrepreneur and the communities. The operations, as the focal point of the external stakeholder, have to collaborate and communicate continuously with all the departments.
- The organization collaborates directly with different external stakeholder, such as local authorities and partners in order to run the operation at each water kiosk smoothly and ensure the development of the activities. With the local authorities, Teuk Saat 1001 is directly collaborating with Commune Council, District, Province and Minister to ensure the delivery of safe drinking water to the rural communities. It also collaborate and report directly with financial partners and 1001fontaines who support the development and the growth of our impacts.
- Mission 3:
- Collect and centralize the requests from the Operations department toward the other departments, evaluate the priority level of each request and validate with the Managing Director.
- Ensure a smooth collaboration with the other departments after approval from Managing Director.
- Prepare and participate to the Operations Committee.
- Represent the organization at Commune, District and Provincial (Provincial Working Group) levels.
- Support problem solving at community and district levels.

- Represent the organization to ministries or partners.
- Professional qualification
- Bachelor’s degree in Business Administration, Operations Management, Sales management, or a related field.
- 5 to 7 years of experience in operations management and team management.
- Experience in water sector, logistics or industrial sector is a plus.
- Experience with local communities and local authorities needed.
- Strong experience to work in rural area.
