Position Summary

Duty station: Ministry of Labour and Vocational Training (MLVT)

Expected Contract Start: As soon as possible

Contract duration: 200 working days on intermittent from September 2026 to March 2029.

The SBJ Project is now inviting eligible individual consultant for the position of National Monitoring and Evaluation Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services. The shortlisting criteria of qualification and experiences for the National Individual Consultant are following:

Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in education, sociology, economics, or related fields as a minimum
  • Master's Degree is preferred
Work History:
  • Design of M&E systems and the M&E of projects funded by World Bank, ADB, or other major donors in Cambodia for 7 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrate strong knowledge of statistics and evaluation techniques and bring experience in the preparation and implementation of socio-economic surveys as well as data analysis; Familiarity with Stata software is a plus;
  • Familiar with different method in data collection tools and skillful in conducting data analysis to compile M&E results;
  • High level proficiency of English and strong Khmer communications skills;
  • Sound knowledge of computer software programs: Microsoft Excel, Word, Access and Power Point.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
