National Key Expert (Cambodia) – Livelihood Measures and Wetlands Management
Project title: Lower Mekong Basin Wetland Management and Conservation Project

Duty station: The position is foreseen for one year as a full-time position with the possibility of extension subject to donor funding during asap 2020 – 30 April, 2022.
Validity of ToR: These ToR are preliminary and may be revised by the Chief Technical Advisor (CTA) in Coordination with GITEC-IGIP.
- Overall responsibilities
- The incumbent will contribute to the overall delivery of the Project and to the achievement of its objectives!
- In particular, s/he will contribute to the fulfilment of the duties and tasks of the Consultant which are detailed (a) in the Terms of Reference of the Consultant (s. Enclosure 1.1)
- and (b) in the Technical Implementation Concept of the Consultant (s. Enclosure 1.2), both of which form part of the incumbent’s assignment framework and need to be taken into account.
- Specific responsibilities
- Under the overall supervision of GITEC-IGIP’s Home Office Project Director, under the direct supervision of the International Chief Technical Advisor (CTA) or (in the absence of the CTA) under the direct supervision of the National Assistant Chief Technical Advisor (ACTA)
- and in close coordination with the other members of the Consultant Team and the WCS, and in regular consultation with the NPMU/ PPIO PEAs and PIAs/ PMUs of the Project,
- the National Key Expert will provide advice and support project implementation in the fields of livelihood development and wetlans management, namely:
- Livelihood assessment and development;
- Implementation of livelihood measures;
- Wetland Rehabilitation & Habitat Management;
- Support of Wetland (Ramsar Site) Governance and Protection.
- Specific tasks
- The National Key Expert 2 (Cambodia) - National Livelihoods Expert (Livelihood Measures) will have the following specific tasks:
- Provide technical oversight of livelihood development planning, implementation and monitoring in Prek Toal;
- Specifically support the following activities related to livelihood assessment and development: value chain studies, value addition strategies in the areas fisheries/aquaculture and related agriculture commodities,
- development of a sustainable financing/ benefit sharing mechanism, especially related to eco-tourism, test mini-trust funds, support business development plan with regards to major livelihood options and based on cost benefit analysis
- Provide technical inputs, consultation and monitoring of livelihood implementation, tendering processes and reporting;
- Support and give inputs to capacity building programs relating to livelihood measures;
- Provide technical inputs for the completion of national wetland management guidelines;
- Provide technical oversight of the wetland management plan in Prek Toal;
- Support wetland zoning and demarcation activities;
- Support GIS and spatial planning;
- Provide technical oversight of wetland rehabilitation works;
- Support project stakeholders in the area of Forest Fire Prevention and Management;
- Contribute to the identification of key species for project M&E
- Organise trainings on SMART, patrolling, wetlands governance and related fisheries arrangements
- Provide technical oversight and monitoring of wetland management plan implementation;
- Regularly report on the work carried out and any important issues in the Specialist’s fields of responsibility;
- Provide written contributions into the formal reports to be completed by the Consultant
- Carry out other project related tasks which might reasonably be requested by the CTA (or by the ACTA in the CTA’s absence).
- Profile of the expert
- Post-graduate university degree in a discipline relevant to the tasks
- Technical work experience specific of minimum 5 years
- Professional experience in development cooperation/ donor-funded projects
- Work experience in the Lower Mekong Region
- Oral and written proficiency in English is considered mandatory
