The Royal Government of Cambodia (RGC) through the Ministry of Land Management, Urban Planning and Construction (MLMUPC) as Executing Agency (EA) and Ministry of Agriculture, Forestry and Fisheries (MAFF) as Implementing Agency (IA), have received financing from the World Bank for Land Allocation for Social and Economic Development Project III (LASED III) and intend to apply part of the proceeds of this credit to payments for positions below:

National Junior Financial Management Consultant

Position Summary

The Junior Financial Consultant will: (i) in close collaboration with the financial team and consultants, provide financial support to the national and sub-national teams for the implementation of project’s activities; (ii) assist financial team to review advance request, payment claims and supporting documents; and (iii) support financial team in to prepare the project documents, withdrawal applications, statement of expenditures, payroll/withholding Tax, progress report, mission documents and other ad-hoc reports etc., The National Junior Financial Management Consultant will report to the Project Coordinator and day-to-day work under the direct supervision of financial team and consultants.

Expectations - Duties, Responsibilities
  • The National Junior Financial Management Consultant need to coordinate the work closely with the Chief of Finance of MLMUPC and FM teams to achieve the project objectives of the assignment. The main tasks of National Junior Financial Management Consultant are included as follows:
  • Review advance requests, payment claims, and supporting documents before submitting from 10 team of PIU, 12 PPIU, Individual consultants, consulting firms, supplier and the contractor to the Chief of Finance of MLMUPC;
  • Review expense forms and supporting documents for project mission and training workshops;
  • Timely update all contract register of the project;
  • Follow up clearance of advances from relevant project staff, and report advance to management on monthly basis;
  • Prepare vouchers, reconciliations of all accounts and financial documents to ensure their accuracy;
  • Prepare cheque for project management signature. Communicate each request & provide the approved cheque to requester;
  • Maintain the voucher filing system to ensure that all vouchers are complete and proper filed;
  • Collect supporting document for preparing payroll/withholding Tax (10 unit of National team, 12 unit of Sub-national team and 40 Individual consultants); and deal with taxes and duties for all the contract agreements financed by the project);
  • Flow all the financial request to the project management and top dissection by authorize. And follow up where are the documents places;
  • Financial unit monthly working progress to M&E unit;
  • Support the FM team in collaboration with the internal auditor, external auditor and the mission team;
  • Assist the visit to the province and provide hands-on support and coaching to the Finance team at the Provincial Department of Land Management, Urban Planning, Construction and Cadastre;
  • Perform other duties assigned by the LASED III Management.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in accounting or finance, or Certified Accounting Technician qualification;
  • At least two years of working experience in accounting or financial management for projects or non-profit organization or companies at national level;
  • Good computer skills in using Microsoft Excel, Word and Power Point;
  • Understanding of general project finance procedure;
  • Strong oral and written communication skills and commitment to meeting tight deadlines;
  • Demonstrated ability to communicate effectively in English;
  • Familiarity with the RGC’s Standard Operating Procedures (SOP) on Financial Management for externally financed projects/programs in Cambodia is a plus;
  • Ability to work independently and provide trainings to other staffs when needed
 
 

Community Development Facilitators

Position Summary

The Consultant will carry out the following roles and responsibilities for the duty stations in the selected communes/communities of target province. CDFs will be engaged to carry out activities of the LASED III in the target province. It is expected that the CDFs will work closely with respective technical persons from national and provincial levels.

Expectations - Duties, Responsibilities
  • The CDF is expected to carry out the following roles and responsibilities:
  • Communicate with all levels of project staffs, consultants, project concerned parties and local authorities to coordinate and facilitate of all project activities included SLC and CLUP activities, infrastructure construction and rehabilitation, community development, non-agriculture trainings, project missions and other tasks provided by the project;
  • CDF is recommended to involve in monitoring and reporting on the status of infrastructure construction and rehabilitation of the project such as road, wells, community ponds, health posts, schools, houses for teachers and nurses in the target SLC sites;
  • CDF is recommended to provide supports to commune procurement committee such as prepare all related papers and to facilitate the whole community’s bidding process;
  • CDF shall provide support to LASED III activities in the respective communities in duty station province to establish the infrastructure repair and maintenance committees to ensure that the committees keep well-functioning;
  • CDF shall assist the SLC communities to prepare their development plans and link them into various Commune Development Plan (CDP) and Commune Investment Plan (CIP) and most of their prioritized activities are financed by the concerned parties in District Integration Workshop (DIW);
  • CDF shall assist to process new SLC process and development activities in their sites/communities;
  • CDF will directly assist and facilitate all the tasks and mission provided by the LASED III project;
  • CDF will facilitate the meetings and discussions with key stakeholders, including donors and NGOs that have supported the community development activities and help regularly collect information from the SLC communities to update the community profile;
  • Identify the specific trainings, mobilization and conduct training in term to build capacities on various topics of SLC and related-issues and development processes;
  • CDF will directly facilitate all types of training, mainly related to SLC and related-issues and development processes in the sites;
  • CDF will have to collaborate with assigned technical officers and consultants to prepare SLC and related-issues and development processes’ training curriculum and plan as well as the pre and post training evaluations;
  • Liaise with the project staffs, consultants and local authorities for building capacity to land recipients and other relevant local authorities on SLC and related-issues and development process;
  • Conduct regular monitoring to project fields of SLC activities, record and reporting to LASED III PDLMUPCC as well as regularly observe and share the information to land recipients and communities;
  • Work with Agriculture Development Facilitators (ADFs) to facilitate the updated status of settlement and farming activities of project beneficiaries in target sites/communities;
  • Participate and facilitate in the process of development plan of SLC and harmonizing them into commune investment plan;
  • In collaboration with consultants and officials to monitor and report the progress of SLC and other project activities implemented in their communes/communities;
  • Collect all project data such as total size of land use and settlement, numbers of training provided by line departments and to perform case study of key farmers or land recipients to upload in M&E and MIS data base of the project;
  • CDF will report regularly (monthly, quarterly, semesterly and annually) to PDLMUPCC and Technical Section Director.
Requirements - Skills, Qualifications, Experience
  • At least Bachelor degree in rural/community development, social sciences or other relevant fields. The outstanding graduated students are encouraged to apply, must hold a Cambodian Identification Card
  • At least two years working experience in rural/community development, social development, especially with land related issues, government institutions, UN and/or NGOs;
  • Experience working with landless and land-poor people and vulnerable groups in rural areas in enhancing the livelihood improvement;
  • Preferably the applicants had been trained in facilitation and coordination skills;
  • Experience working on land tenure and/or titling activities, preferably including with SLC and vulnerable communities;
  • Enable verbal and written communication in English; Ability to use and/or understand ethnic and Khmer languages will be added an advantage;
  • Women is encouraged for this post; Able to use computer (Word, Excel and Power Point);
  • Well-practiced ITC and other social media tools; Able to practice online meeting (such as Zoom and Microsoft Team, etc.)
  • Candidate should have own transports, laptops and willing to stay and work in SLC areas of project sites/communities with strong commitment to help poor peoples, willing to perform all tasks provided by the project;
  • Candidates who live in the target provinces, districts and communes related LASED III target, are encouraged to apply.
 

How to Apply

The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultant - Section VII. Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018).

The duty station will be at the office of LASED III at the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and travel to SLC project sites. The Consultant is expected to start the work as soon as conveniently possible.
