CARE is a non-governmental organization which has been in existence since 1945, and aims to save lives, defeat poverty, and achieve social justice. CARE has been working in Cambodia since 1973, with a country office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including rural women, ethnic minority women and girls, and women with disabilities.

Currently, CARE is implementing the five-year MekongElevate: Ethnic Communities Leading Inclusive Climate Action Project (2025–2029), funded by the Australian Government through the Mekong-Australia Partnership. The project aims to strengthen the climate resilience of upland communities, particularly ethnic minority (EM) women, youth, and people with disabilities, in Mondulkiri and Ratanakiri provinces, Cambodia.

Summary

Purpose of the Consultancy

CARE seeks to engage an experienced consultant (individual or team) to conduct a Baseline Evaluation with GEDSI Analysis for the MekongElevate Project in Cambodia.

The objectives of this consultancy are:

  • To establish baseline values for the project’s key indicators as defined in the project’s Logical Framework and MEAL Framework.
  • To conduct a Gender Equality, Disability, and Social Inclusion (GEDSI) analysis to identify barriers, enablers, and opportunities for EM women, youth, and people with disabilities to meaningfully participate in and benefit from climate resilience interventions.

The consultancy will apply a mixed-methods, participatory approach, combining quantitative household surveys with qualitative FGDs, KIIs, and participatory GEDSI tools.

Key Deliverables

  • Inception Report (methodology, sampling, tools, ethical protocols)
  • Data collection in Mondulkiri and Ratanakiri (HH survey, FGDs, KIIs, participatory GEDSI tools)
  • Draft Baseline & GEDSI Report (integrated, 30–40 pages + annexes)
  • Final Report and one-page summary of key findings and recommendations
  • Indicator summary table with populated baseline values
  • Clean datasets in English and PowerPoint debrief presentation

Duration and Timeframe

  • Contract period: 18 October – 5 December 2025
  • Total working days: 25
  • Fieldwork: Late October – Early November 2025
  • Final Report submission: 5 December 2025

Eligibility

  • Consultant Qualifications
  • At least 5 years of experience in climate resilience, CSA, livelihoods, and/or GEDSI-focused development projects in Cambodia or Southeast Asia.
  • Proven experience in conducting baseline surveys and evaluations using mixed methods.
  • Strong understanding of ethnic minority and gender equality issues in Cambodia.
  • Post-graduate degree in agriculture, rural development, sociology, anthropology, climate change, development studies, or related fields.
  • Excellent command of English and Khmer (spoken and written); familiarity with local EM languages is an advantage.
