The objective of this assignment is to assist MLMUPC in carrying out technical assessment, detailed architectural designs and construction supervision for indigenous community center (IC Center) and simple infrastructure. The NIEC will be responsible for supporting the project infrastructure team in screening of proposed community infrastructure sub-projects, feasibility study, detailed engineering design, bidding document preparation and construction supervision. Existing standard designs, specifications, technical templates and design manual under the project should be used as references for cost-effective designs. Design input requirements will be minimized by appropriate use of existing designs and technical templates; however, the NIEC will be responsible to ensure that the templates are suitable to the needs and technical conditions for each sub-project. The NIEC will carry out the following tasks under the day-to-day supervision of the Infrastructure Unit Chief, and work with close consultation with the project National Senior Infrastructure Engineer Consultant, and the relevant Project Technical Teams.
- Prepare detailed technical design for indigenous community center (IC Center)
- Prepare Bill of Quantity (BoQ) for bidding documents for IC center. This includes feasibility studies, design work, preparation of technical content for bidding documents, assistance in bidding process AWPB, project activities and outreach events module
- Carry out construction supervision of IC Center and support overall construction of Simple Infrastructure
- Evaluate the contractor’s materials, personnel and equipment and scheduled activities and determine the consistencies with the scheduled activities and quality control requirements
- Ensure that specific construction materials meet the required minimum passing quality requirements as provided in the approved technical specifications
- Assist in keeping track of coming in and out documents using google drive and physical storage such as (RFI) request for inspection, (RFT) request for test, etc.
- Assist in the preparation/evaluation of proposed changes/variation orders and ensure that appropriate measurement and costing are properly undertaken
- Collect all field inspection report, daily report, and all requests made on site, and generation weekly request of the progress for unit chief and ensure that the consultant is available on duty if the regional engineer is absent for critical inspection
- Assisted the infrastructure unit chief to review the bidding document prepare and submitted by selected detail engineering design firm of clean water supply system
- Check and ensure that approved amount for each pay item of work has consistencies with the approved quantity and unit cost and certify quality of works accomplished and on their conformity to specifications and drawings
- Assist in conducting project completion works, evaluation and approval of As-Built Drawings, inspection of contractors’ defects liability period activities
- Assist the National Senior Infrastructure Specialist in preparation of related training materials for project team on infrastructure design, costing, and supervision requirement and conduct formal and on-the-job training to the Project Team as required
- Coordinate and work together with other consultants for infrastructure implementation, and attend to project related matters assigned by Project Director, Operations Director, Technical Director and Infrastructure Unit Chief
- Other tasks as assigned by the project technical team.
- Bachelor degree (or higher is plus) in Architecture, Civil Engineering, structural engineering or related fields
- At least 5 years of relevant experience
- At least 3 years of experiences in building design and construction supervision as well as project management experience
- Ability to use CAD software (essential)
- Familiarity with the principal issues related to policy, regulation and technology choice for construction, supervision, operation and maintenance of rural infrastructure
- Project management experience will be an advantage
- Fluency in spoken and written Khmer and English
- Ability and willingness to travel regularly
- Ability to work well in teams and to work independently with minimum supervision
