National Financial Management Specialist

Duties & Responsibilities:
- Terms of Reference:
- The NFMS, under the direction of the Team Leader, work with International FMS will:
- Support the executing agency /PMU/IA (DGTVET and its TTIs) to set up the required project bank accounts at bank acceptable to the ADB and AFD;
- Guide and assist the PMU/IA (DGTVET) and PIUs in setting up accounting and financial management systems (ledgers, cash flow statements, balance sheets, internal control, procedures, protocols, and documents) that will facilitate the preparation of financial statement (based on international accounting standards) and producing quality and reliable financial statements and reports, including withdrawal applications, on time for submission in the format and detail that will meet the ADB and AFD standards;
- Develop the project’s financial management manual and financial management guidelines for different key interventions under the project (skills development fund, stipends, WBL, diploma training courses, etc), and to provide training to the assigned PMU’s and PIUs’ finance staff;
- Guide the executing agency and TTIs to implement the developed stipends implementation guidelines, including financial management;
- Work with assigned finance staff at PMU/IA (DGTVET and its TTIs) to prepare the required training materials and
- Build their capacity on the project financial management manual and specific guidelines, and overall financial management, monitoring, and reporting;
- Recommend, develop, and establish standardized financial reports and financial management practices;
- Assist to develop and promulgate standard financial templates;
- Provide assistance to the International Financial Management Specialist (IFMS) on the conducting of regular training for PMU and PIU staff on the usage of the financial management information systems
- Guide PMU and PIU staff on the correct usage of the financial management information systems to produce financial reports in accordance with the requirements of ADB and AFD.
- Perform other tasks as may be reasonably required by the executing agency, implementing agency (DGTVET) and ADB; and
- Prepare end-of-assignment reports for submission to the executing agency, implementing agency (DGTVET), and ADB.
- At least graduate degree in finance, accounting, or business administration or related field, with at least 7 years’ experience with projects funded by the ADB, World Bank or other international donors;
- Sound knowledge of Cambodian Government and ADB financial management procedures and
- disbursement policies;
- Skilled in the use of computer information system, word processing, database, financial and accounting software; and good English communication skills.
