Announcement Description

The Government of the Kingdom of Cambodia (GoKC) has received funding from the International Fund for Agriculture Development (IFAD) and European Investment Bank (EIB) in the form of loan to implement Sustainable Assets for Agriculture Markets, Business and Trade (SAAMBAT) project. The project was approved in September 2019 with a duration until 2025. The Objective of SAAMBAT is to “Sustainably increase productivity of youth, enterprises and the rural economy” which in turn contributes to the Goal of “Reduce Poverty and Enhance Food Security.” SAAMBAT is implemented through two Components: (1) Value Chain Infrastructure; and (2) Skills, Technology and Enterprise. These components are designed to deliver two key Outcomes: (1) Poor rural people’s benefits from market participation increased; and (2) Poor rural people’s productive capacities increased. The Project Logical Framework is annexed to these TOR.

About 200,000 rural households are expected to benefit from services supported by the project. These households will be located in 50 agriculture production areas known as Economic Poles. SAAMBAT infrastructure projects will be located in any of 50 agriculture production areas known as Economic Poles (EP). The EP will be areas of approximately District size with an integrated economy based on smallholder agriculture and defined by physical features such as topography, transport and market infrastructure or a key value chain. EP will be selected in areas that have ongoing activities of ASPIRE and / or AIMS. It is planned to select EP in the following 12 Provinces: Banteay Meanchey, Battambang, Kampong Cham, Kampong Chhnang, Kampong Thom, Kampot, Kandal, Preah Vihear, Pursat, Takeo, Stung Treng and Svay Rieng.

National Financial Management Assistant (1 Position)

Position Summary

The project requires the service of a Financial Management Assistant to work on providing accounting and finance related assistance to PMU-MRD of SAAMBAT to implement, coordinate, and monitor in accordance with the agreed and applicable financial management and guidelines.

Expectations - Duties, Responsibilities
  • The Consultant will be based in Project Management Unit (PMU), Ministry of Rural Development and responsible for the following:
  • Assist in the management of the financial and accounting systems;
  • Assist in the management of safeguarding Project’s assets;
  • Assist in the review of all transactions and preparation of Vouchers related to financial transactions;
  • Initial review, check and verify each transaction;
  • Assist in the preparation and review of all Financial Reports;
  • Assist in the preparation of the Withdrawal Applications;
  • Assist in coordination and supports of auditing;
  • Assist in the maintenance of the Project financial operations, particularly for bank accounts, petty cash and cash advances;
  • Preparation of Bank Checks for authorized signatures to sign off;
  • Preparing and Updating Withdrawal Application monitoring register;
  • Updating Payment register of vendors, suppliers/ contractors and consulting services; and
  • Updating the Fixed Assets Registers.
Requirements - Skills, Qualifications, Experience
  • Qualifications of the Consultant
  • At least Bachelor/Diploma Degree in Accounting or Financial Management,
  • At least 3 years of work experiences in financial and accounting fields;
  • Have knowledge or have similar working experiences with externally funded projects and programs;
  • Ability to work individually, collaboratively with the national and international team;
  • Computer literate with knowledge of the standard computer programs such as MS-Word, MS-Excel, Ms-PowerPoint, Email, and Internet, etc. ; and
  • Fluent in spoken and written English and Khmer.
