Ministry of Environment (MoE) in collaboration with FAO Cambodia is implementing a project, namely “Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL)”. PEARL aims to enhance climate change resilience of smallholder farmers and local communities in the Northern Tonle Sap Basin (NTSB) by promoting climate-resilient, higher-value, inclusive and sustainable agriculture through a value-chain approach built on effective public-social-private partnerships. The project is structured under three interconnected outcomes targeting 450,000 smallholder farmers and value chain actors and one million indirect beneficiaries in four Provinces (Oddar Meanchey, Preah Vihear, Siem Reap, Kampong Thom), 24 districts, 124 farmer organizations (104 ACs/Associations/Groups, 14 CPAs, 6 CFs).

The project steering committee, co-chaired by MAFF and FAO, is responsible for strategic guidance for the project. The project director is responsible for overall direction and guidance and operational leadership for all activities. The project manager is responsible to manages day-to-day project operations and coordination with all stakeholders involved in the project implementation, oversees all planning activities, and ensures timely mobilization of all necessary resources. MoE is responsible for the implementation of relevant parts of the project as defined in the results matrix, work plan, and budget in Annex 3 of the Operation Partner Agreement (OPA).

Position Summary

TYPE OF CONTRACT: Long term Consultant (Intermittent)

DURATION: Max 10 days per months (One year Contract with Possible Extension Until 25 April 2029)

DUTY STATION: MoE-PIU in Phnom Penh with travel to project areas

Key Responsibilities:

The National Expert will be responsible to review the 20 pre-selected CPAs and CFs to prepare IWM framework with key activities and monitoring and evaluation strategies for restoring and protecting critical catchment forests and other sensitive ecological zones.

The national expert will work closely with the pre-selected CPAs and CFs, local authorities (district and commune authorities) and other relevant local stakeholders to develop a draft IWM framework highlighting with key activities and M&E strategies, organize meetings between district administration to agree on the IWM framework, carry out consultation with CPAs and CFs to identify site-specific restoration and protection plans. The national expert will work closely with the General Directorate of Local (GDLC/MOE) and the PEARL project management unit to all planned activities are organized on time, and that they meet expected quality standards.

Under the overall guidance of the GDLC/MOE, the national expert watershed management specialist will ensure the project produces the results specified in the Operational Partners Agreement between MOE and FAO Cambodia. S/he will be performing the following key functions:

Expectations - Duties, Responsibilities
  • Management
  • Carry out consultation with 14 CPAs in a manner that respects safeguard and right holders in accordance with FAO and GCF safeguard policies (including FPIC Manual and Voluntary Guidelines on Governance of Tenure, etc.) to identify specific terms of engagement and site-specific restoration and protection plans.
  • Make sure that Vulnerable groups (e.g., women, youth, poor farmers, and indigenous people…) will be invited to presence in the meetings.
  • Organize meetings between district administrations to agree on the IWM framework.
  • Communicate all the project-planned activities with GDLC/MOE.
  • Participate in the meetings of the project team to report the progress.

  • Review the 14 pre-selected CPAs
  • Prepare concept note highlighting the rationale background, objectives, expected deliverables, composition of participants, agenda, and proposed budget for organizing the meetings between the district administrations to agree on the IWM framework.
  • Develop and validate an IWM framework with key activities and M&E strategies.
  • Reporting
  • Prepare all relevant data and documents for the meeting including progress report, presentation on the progress, challenges, lessons learned, work plan, etc.
  • Key Deliverables
  • Prepare concise inception report and tentative work for carrying out the assignment.
  • Review of 14 CPAs management plans.
  • Development of an IWM framework with key activities and M&E strategies.
  • Organization of consultation meetings between district administrations.
  • Validation of an IWM framework among district administration, CPAs, community members, and local stakeholders.
Requirements - Skills, Qualifications, Experience
  • Master and/or Equivalent Degree in environment/natural resource management, biodiversity, or a closely related field, or another field combined with relevant work experience.
  • At least five years of experience, preferably in the watershed management, environment/biodiversity, and relevant projects.
  • Prior experience with MoE and biodiversity projects would be an asset.
  • Strong experience in coordination and project implementation.
  • Exposure to environmental issues or biodiversity is highly desirable,
  • A highly organized person sets priorities, produces quality outputs, meets deadlines, and manages time efficiently.
  • Excellent communication and presentation skills.
  • Capable of producing high-quality work despite working under pressure and strict deadlines.
  • Maintains professional relationships with supervisors, co-workers, and stakeholders.
  • Excellent verbal and written communication skills in Khmer and good knowledge of English.
