The Enhanced Integrated Framework's (EIF) Phase Three builds upon over a decade of global experience in supporting the least developed countries (LDCs) to integrate trade into their development strategies and leverage trade as a driver for poverty reduction, economic diversification and sustainable growth. In this new Phase, the programme places stronger emphasis on results-based management, national ownership and strategic leveraging of resources to deliver measurable and lasting impact.

This Country Programme Document (CPD) is the central programming tool for each LDC under EIF Phase Three. It serves as an up to five-year strategic roadmap – aligned with national priorities and informed by up-to-date diagnostics and analysis – that enables access to the EIF Trust Fund (EIFTF) through two complementary Funding Facilities. The CPD simultaneously preserves an agile and flexible approach to programming, enabling it to evolve over time and to allow for emerging national, regional and global priorities and shifts. The two complementary Funding Facilities are:

  • Funding Facility 1 for institutional development support, focusing on strengthening trade- and investment-related governance, policy frameworks and institutional and human capacities.
  • Funding Facility 2 for catalytic interventions that translate institutional capacity-building into tangible trade and investment competitiveness gains and expanded market opportunities, in line with national development priorities.

Position Summary

REF: CAMTPF/C/2025/13

The primary objective of this consultancy is to develop a comprehensive Country Programme Document (CPD) for Cambodia under EIF Phase 3. The CPD must articulate the country context, national priorities, planned EIF-supported activities, implementation arrangements, monitoring and evaluation framework, risks, and budget.

The National Expert to Develop CPD will be based in DICO, MOC (DICO is acting as the Project Management Unit under MOC). She/he will work under the general direct supervision and guidance of the Project Director (DICO Director). The consultant’s assignment is expected around 25 (Twenty-Five) working days over an initial period of 3 months, in-country.

Expected Profile of Candidates
Qualifications:
  • Master's Degree in economic or trade policy or relevant fields
Work History:
  • At least of relevant experience in trade development, project design, policy analysis, or strategic planning for 7 years
  • At least in drafting trade policies, trade strategies, and knowledge priority development trade area in National Policy level against Global for 5 years
Skills & Knowledge:
General & Technical Skills
  • Proven experience in working with development partners, developing national strategies, programme documents, or donor-funded project documents.
  • Familiarity with EIF processes, trade integration and diversification issues, and national trade policies.
  • Strong analytical, coordination, and facilitation skills.
  • Excellent command of written Khmer and English.
