PROJECT CONTEXT
Micro, Small and Medium Enterprises (MSMEs) and Cooperatives of agro-food and tourism sectors in Cambodia have been particularly vulnerable and inevitably severely affected by the global Covid-19 pandemic. This represents a major risk for Cambodia as MSMEs, Producer Groups and Cooperatives play a crucial part of the country’s economy, contributing to both economic and social development.
The project is aligned with and will contribute to the implementation of the Programme for Country Partnership (PCP) for Cambodia, a multi-stakeholder partnership aiming not only at supporting the short-term recovery from the COVID-19 crisis, but also in efforts towards the achievement of the 2030 Agenda for Sustainable Development.
In response to the urgent need of improving resilience and supporting recovery of agro-food and tourism MSMEs in Cambodia in the midst of the Covid-19 pandemic, in December 2020, the United Nations Industrial Development Organization (UNIDO) initiated a project entitled Agro-Food and Tourism Enterprise Recovery (AFTER).
The project focuses on geographical locations of Phnom Penh, Kampong Chhnang, Pursat, and Battambang.
The National Consultant is expected to support achievements of the Output 3 of the project.
The National Consultant is expected to work under the supervision of UNIDO-HQ Project Manager and in cooperation with, the National Technical Coordinator and UNIDO team within the framework of “Agro-Food and Tourism Enterprise Recovery Programme (Cambodia) (AFTER)”. S/he will also closely work with relevant government officials from the line ministries, UN agencies, key development partners and stakeholders to ensure deliverance of good quality of work and results.
- Education: Advanced university degree (Master Degree) in the fields of economics, international development, enterprise/industrial development, public policy, or relevant fields associated with industrial development in sectors of agro-food and tourism.
- Technical and Functional Experience:
- A minimum of 7 years practical experience in research and analysis assessment in the field of agro-food and tourism sectors, with demonstrated success in policy recommendations. The applicant is required to submit copies of previous relevant publications and researches available.
- Previous experience in development of action plans, policy frameworks, recovery plans related to crisis response is desired.
- Experience in carrying out similar assignments in the relevant sectors of agro-food or/and tourism is desired;
- Previous Experience in similar assignments of online and particularly offline interviews or survey/research process and consultative meetings within Cambodia context is a desired;
- Previous experience in development and deliverance of capacity building activities or training.
- Additional experience and knowledge in socio-economic recovery policies or plans desired.
- Experience in Cambodia and ASEAN context is a strong asset.
- Experience working in/with UN agencies is an added value.

- Demonstrated ability to effectively communicate with government, development partners, and relevant stakeholders.
- Good data consolidation and analytical skills (both quantitative and qualitative skills) desired.
- Excellent facilitation, coordination, and presentation skills.
- Excellent computer literacy.
- Good in online and offline communication tools/technologies.
- Strong interpersonal skills with ability to effectively work with people from different backgrounds and disciplines to deliver quality results within the given timeframe.
- Demonstrate adaptability and flexibility in response to changes and demands.
- Demonstrate client oriented and open to feedback.
- Languages:
- Fluency in Khmer is required.
- Fluency in English written and speaking skills is desired.
