The Climate Resilience Enhancement for Building Adaptive Capacity in Agri-Value Chains in Cambodia (CREA) project was approved for implementation in March 2024 for a total duration of 4 years and a Grant from the Global Environment Facility (GEF) of USD 4,860,000 under the focal area of Climate Change. The project is administered by the UN’s International Fund for Agricultural Development (IFAD) and implemented by the Ministry of Agriculture, Forestry and Fisheries (MAFF).

The CREA project is innovative as it will validate, for the first time in Cambodia, the potential of CRT packages in different local contexts, and deploy a set of complementary activities to support their roll-out and enhance climate resilience of farming systems: blended finance solutions in collaboration with PFIs, identification of new collective business models including digital components and targeted interventions to strengthen the enabling environment (policy dialogue, human resource development and frameworks of climate adaptation in Cambodia).

The CREA project is implemented over a four-year period with five target provinces – Battambang, Kampong Chhnang, Kampong Thom, Prey Veng and Takeo. The target provinces were chosen based on their exposure to climate risks. In Phase II the project will expand its outreach nation-wide. As the lead Executing Agency, MAFF supports the proposed project activities focusing on the adoption of climate resilient technologies (CRTs) and innovative finance solutions with adaptation benefits for smallholder farmers, agricultural cooperatives (AC) / Producer Organizations (POs) and agri-MSMEs in rural Cambodia. The CREA project is expected to benefit 10,000 households, of which 1,500 are headed by women.

Position Summary

The consultant is expected to provide hands-on and continued capacity building to the environmental and social safeguard focal points of PSU, project component and sub-component implementers to ensure enhanced project capacity for safeguard planning, implementation, and monitoring. In addition, he/she will be involved in IFAD Supervision Mission, as support of the PSU with assigned responsibilities to assess project performance and provide inputs to substantiate one or several of the standard ratings. This applies to mainstreaming-related ratings, including:

  • Adaptation to Climate Change (ACC);
  • Environment and Natural Resources Management (ENRM);
  • Gender Equality and Women’s Participation (Gender equality);
  • Nutrition;
  • Youth;
  • SECAP requirements; and
  • Targeting and outreach

The main activities carried out, and deliverables prepared by the Environment, Climate, and Social Safeguard Specialist will be the following:

  1. Adaptation to Climate Change
  2. Capacity development
  3. Conduct screenings, assessments and development plans
  4. Set up Grievances Redress Mechanism
  5. Conduct meetings and consultations workshop
  6. Monitor implementation of mainstreaming themes (including gender equality and women’s participation)

Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
    Master's Degree in Environmental Impact Assessment, Natural Resource Management, Sociology, Anthropology, Community Development, Development Studies or other related fields;
Skills & Knowledge:
General & Technical Skills
  • At least 5 years of professional experience in Environmental Impact Assessment, social sustainability issues in development projects, including indigenous peoples / ethnic groups, gender sensitivity, the inclusion of vulnerable groups, stakeholder consultation, citizen engagement, and grievance redress;
  • Well understanding of Cambodian Environmental Impact Assessment regulations, IFAD/GEF Safeguard, and experience in application of safeguards policies of International Financial Institutions;
  • At least 3 years of relevant experience in facilitating community/ stakeholder engagement and the application of grievance mechanisms;
  • At least 3 years experiences with government agencies, IFAD, GEF, World Bank, Asian Development Bank, local communities, or other organizations related to environmental impact assessment field and safeguards;
  • Fluently spoken and written English;
  • Computer knowledge (GIS software, Word, Excel, PowerPoint, Internet, Email and Social Media);
