Announcement Description

Cambodia will prepare and submit its BTR2/NC4 and BTR3. The project will take full consideration of the capacity-building needs, gaps, and constraints in various thematic areas as analyzed in its First BTR (BTR1). The country has been building national capacity through participation in previous national reports, and it is expected that the BTR2/NC4 and BTR3 will continue to advance the national capacity-building process and institutionalization of the greenhouse inventory process into the Government of Cambodia through the General Directorate of Policy and Strategy, the Ministry of Environment. This will advance the continuity and sustainability of future reporting processes. The project has been designed with one outcome, which is that Cambodia updates tools and approaches to meet its reporting requirements under the Paris Agreement. This outcome will be realized through the following three outputs:

  1. Combined BTR2/NC4 prepared through gender-sensitive processes and submitted to the UNFCCC.
  2. BTR3 prepared through gender-sensitive processes and submitted to the UNFCCC.
  3. The GEF project is effectively monitored and evaluated.

Under the cooperation between the United Nations Environment Programme (UNEP) and the Ministry of Environment (MoE), the project “The Second Biennial Transparency Report/Fourth National Communication (BTR2/NC4)” is looking for an administrative and finance assistant to support the development of the Initial Biennial Transparency Report (BTR1).

Position Summary

Scope of Work

The national consultant/expert on Information on Reporting on Gender and other relevant information will work closely with the project team, including the National Project Coordinator and the Administrative and Financial Assistant, under the direct guidance of the National Project Manager. The National Consultants/experts will report on supplemental national communication (research and systematic observation, education, training, and public awareness.

Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Master's Degree as a minimum
  • Phd in climate change, social sciences, development studies, natural resource management, environment, or related fields demonstrably relevant to the position.
Work History:
  • Climate change-related work for 7 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Have good knowledge in at least one of the following areas: Energy, Industrial Processes and Product Use, Agriculture and Livestock, Forestry and Other Land Uses, and Waste;
  • Have good knowledge of the issue, the main challenges of climate change, and the various instruments of implementation of international policy on climate change;
  • Have good knowledge of the calculations of emissions of different greenhouse gases according to the revised methodology of the IPCC /OECD;
  • Have a good ability to summarize and use scientific and technical documentation;
  • Mastery of the methodology of uncertainties in IGES, in particular, the Good Practices Recommended by the IPCC;
  • Proven experience in providing technical support in strategic climate change planning, sustainable development, and green development;
  • Proven experience in establishing and maintaining working relations with government officials in the relevant sectors and associated government institutions; and
  • Experience in working with the United Nations Framework Convention on Climate Change (UNFCCC) mechanisms (e.g., NC/NDC/LTS4CN/BUR, etc.) and knowledge of the 2006 IPCC Guidelines, climate change policy, and governance frameworks is required.
  • Strong analytical, facilitation, and planning skills.
  • Excellent written and oral communication skills; and
  • Excellent command of English (both spoken and written)
