Position Summary

Purpose of consultancy

FOUR PAWS is looking for an experienced Consultant to support the development of a strategic roadmap aimed at reducing and ultimately eliminating the dog meat trade (DMT) in Cambodia. S/he will:

  • Carry out a detailed review of stakeholder dynamics and legislative environment
  • Map out opportunities for policy development and legislative frameworks
  • Propose practical strategies for effective regulatory enforcement
  • Advise on stakeholder engagement strategies to foster collaboration.

Key Deliverables

  • Legislative review report - a comprehensive analysis of all national and sub-national regulatory instruments relating to DMT;
  • Policy summary note - a concise document providing recommendation for policy and regulatory enforcement and / reform;
  • Program strategy and advocacy support - strategic recommendation for in-country lobbying strategies and campaign direction.

Duration and Timeframe

  • Contract period: 01st March – 30th April 2026
  • Total working days: 15
  • Commence date: early March – late April 2026
  • Final report submission: 30th April 2026
Duties & Responsibilities:
  • Legislative and Policy Analysis:
  • Analyse existing laws and regulations related to the DMT, including those governing:
  • Animal health and welfare
  • Transport
  • Slaughter
  • Public health and food safety
  • Identify gaps in existing policies and laws and recommend pathways for enforcement and reform.
  • Produce a comprehensive legislative review report and a concise policy summary with strategic recommendations.
  • Stakeholder Engagement:
  • Map and assess key national and provincial stakeholders.
  • Strategic recommendation for influential relationship building and maintaining to support campaign efforts.
  • Strategy and Advocacy Support:
  • Advise on policy lobbying strategy and in-country activities related to the DMT.
  • Identify opportunities for FOUR PAWS’s investment or collaboration.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Public Policy, Law, Veterinary Public Health, or related field
Work History:
  • At least of experience in legislative or policy analysis for 3 to 5 years
Skills & Knowledge:
General & Technical Skills
  • Familiarity with Cambodian legal and institutional frameworks
  • Experience working with government and civil society actors
  • Strong analytical, communication, and report-writing skills
  • Excellent command of English and Khmer (Spoken and written)
