Eligibility

  • The tender documents listed below must be submitted in full and as separate documents:
  • Completed self-declaration and annexes
  • Technical bid, including an up-to-date curriculum vitae (CV) for each expert and concept
  • For local consulting firms officially registered in Cambodia, please also attach the following:
  • Certificate of Incorporation
  • VAT Tax Certificate
  • Patent Tax Certificate for 2026
  • For appraisers please attached ID Cards:
  • Please provide your current address if it differs from the one on your ID card.
  • Financial bid in the format provided (price schedule)
  • Note for consulting firms: The financial offer should be net and subject to Value-Added Tax (VAT) in accordance with Cambodian Tax Law.
  • Note for appraisers: The financial offer is gross and inclusive of Withholding Tax (WHT) 15% .The withheld amount will be paid to the tax authority by GIZ to comply with all the given requirements.

Submission Requirements

We intend to award a contract for the services/works described in the enclosed procurement documents.

Please submit your self-declaration of eligibility using the designated form and your technical and financial bids by 17 May 2026 at 23:59, time in English only to email address provided in the contact details.

The email subject line should be in the form of: Transaction no. - 7000008296

Details of our submission requirements are explained in the enclosed terms and conditions for application. Tenders which are submitted after the deadline, or which do not comply with the terms and conditions for application, will not be considered.

By submitting your tender, you accept GIZ’s General Terms and Conditions of Contract (in the currently valid version).

The technical bid is weighted at 70% and the financial bid at 30%.

Please attach the ‘Declaration by candidate/bidding consortium’ (consortium declaration) signed by all members. (Annex 6)

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services to the successful tenderer in this procedure.

The tender must be submitted electronically to designated mailbox for tenders.

  • The subject of the email must always state the transaction number (as per invitation letter).
  • The tender must be submitted in one (1) email including two (2) zip folders named as follows:
  • (a) TECHNICAL BID – 7000008296
  • Note: The technical bid must not contain any information whatsoever about the price.
  • (b) FINANCIAL BID – 7000008296
  • Note: The financial bid must be submitted separately from the technical bid.
  • The tender including the technical and financial bids may not exceed a total file size of 25 MB. To submit tenders exceeding 25 MB to designated mailbox, File Transfer must be used ( Annex 7)
