National Consultant to Strengthen Provincial Training Boards for Public–Private Partnerships and Resource Mobilization

Responsibility:
The consultant will apply a coaching, facilitation, and learning-by-doing approach, working closely with 6 PTB Secretariats, PTB leadership, TVET institutes, and private sector partners. The scope integrates two mutually reinforcing workstreams:
- PPP Engagement
- Enterprise Mapping & Prioritization: Build PTB capacity to map, assess, and validate priority enterprises and coordinate with relevant stakeholders and projects.
- Enterprise Engagement & Dialogue: Coach PTBs to plan and manage structured consultations and present PPP modalities.
- Formalization of PPP Arrangements: Support PTBs in defining roles, cost-sharing, and drafting MoUs/MoAs or tripartite agreements.
- PPP Implementation & Monitoring: Guide PTBs in coordinating, troubleshooting, and institutionalizing PPP functions.
- Resource Mobilization
- Resource Mapping & Needs Assessment: Enable PTBs to identify resource needs and potential funding sources (public, private, donor).
- Engagement & Negotiation: Coach PTBs to secure commitments from authorities, enterprises, and partners.
- Planning & Integration: Support development of resource mobilization plans and integration into provincial action plans.
- Monitoring & Sustainability: Establish tracking systems and institutionalize resource mobilization mechanisms.
- Deliverables
- The consultant will deliver the following outputs:
- Practical tools and templates for:
- Enterprise mapping and PPP engagement
- PPP agreements and implementation planning
- Resource mapping and mobilization planning
- Financial tracking and review
- Provincial enterprise and resource mapping outputs developed jointly with PTB Secretariats.
- Documented on-the-job coaching and capacity-building support.
- Support with at least one integrated PPP and resource mobilization cycle per targeted PTB.
- Periodic progress reports aligned with SDP III reporting requirements.
- Final consultancy report summarizing results, capacity gains, lessons learned, and sustainability recommendations.
- Khmer - Fluent
- English - Fluent
- Bachelor's Degree in TVET, economics, public policy, finance, development studies, or related fields.
- Minimum 8–10 years of experience in skills development, PPPs, resource mobilization, or private sector engagement.
- Demonstrated experience in capacity development and coaching of public institutions.
- Strong facilitation, negotiation, and stakeholder engagement skills.
- Experience working at provincial level in Cambodia or similar contexts is a strong asset.
- Strong analytical and reporting skills in English and Khmer language
