The Royal Government of Cambodia (RGC) has received a Loan of USD 36.3 million from International Fund for Agricultural Development (IFAD) for financing the Project for “Accelerating Inclusive Markets for Smallholders Project (AIMS)” called Project, IFAD Loan No. 20000001751, for the project costs including Royal Government of Cambodia (RGC), Private Sector (including beneficiaries and private businesses) Co-funding are estimated at USD 61.6 million. The project will have two components and be implemented over 6 years. The Financing Agreement was signed on 28 February 2017 and became effective on the same date. The Project has additional financing for implementation, IFAD Loan No. 2000005221 and 2000005222. The Project Completion Date is 30 September 2027, and the Financing Closing Date is 31 March 2028. The Project goal is to enhance prosperity of Cambodian smallholder farmers through increasingly profitable links to agri-businesses and markets, with intermediate objective to increase returns from farming for smallholders, including poorer farmers and youth, through efficient public sector investment.

The Project is comprised of two components:

  1. Component 1: Value Chains Development (VCD). The objective of this component is to focus on brokering, facilitation, innovations development and capacity building support to inclusive growth initially of five higher value product value chains - covering food and non-food crops and livestock.
  2. Component 2: Value Chain Financing. The objective of this component is to stimulate increased private investment into the priority VCs by farmers, MSMEs, agricultural cooperatives, agribusinesses, services providers and others, and by providing them better knowledge to take on their own investment decision.

Position Summary

The primary objective of this consultancy is to develop a targeted series of two (2) distinct, decision-oriented, and evidence-based policy briefs. Rather than general overviews, these briefs must function as practical tools designed to address specific policy questions and recommendations, manage handovers, and define clear decision pathways for sustainability, project complete on learning, and the formalization of the project’s exit strategy.

Department of International Relationship and Cooperation (D/IRC) is the Project Management Office (PMO) to recruit National Consultant for Develop Policy Briefs for AIMS project that will be stationed in PMO and is expected to work on 100 working days within 06 months from contract signing as remittent that can be extended based on satisfactory performance and availability of fund.

The services will be provided by an individual consultant, who will be recruited in accordance with the Procurement Management Manual of the Updated Standard Operating Procedure issued by RGC’ Sub Decree No. 181, dated 02 December 2019, For All Externally Financed Projects/Programs in Cambodia and IFAD Procurement Handbook.

Duties & Responsibilities:
  • The specific objectives of the assignment are to:
  • Translate operational data, implementation experience, and cumulative achievements from the AIMS project into actionable public policy solutions.
  • Provide concrete policy options to resolve systemic market failures, knowledge gaps, and coordination constraints facing smallholders and agribusinesses.
  • Strengthen institutional frameworks for evidence-based policy dialogue, ensuring the sub-national sustainability and replication of successful 4P (Public-Private-Producer Partnership) models after project resources are indicated.
  • Document critical strategic insights and proposed recommendations to inform project completion learning, long-term market sustainability, and future structural MoC-IFAD Cambodia engagement.
Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Postgraduate Degree in economics, public policy, agriculture, development studies, or related field
Skills & Knowledge:
General & Technical Skills
  • Minimum 7–10 years of experience in policy analysis and agricultural market systems
  • Strong knowledge of value chain development, market linkages, 4Ps, SMEs, rural finance and policy engagement and experience in agricultural value chains, producer organizations, business clusters, market linkages, 4P/MSP facilitation, SME/agri-business policy, rural finance or value-chain investment, and policy engagement with Government institutions
  • Strong Knowledge of Khmer translation Excellent analytical and writing skills
  • Ability to engage multi-stakeholder audiences.
