The objective of the project is to support Cambodia's efforts for preventing and minimizing plastic waste pollution on land and in the ocean through the promotion of a 4R (Refuse, Reduce, Reuse, and Recycle) framework.

Building on the Phase I results, the Phase II project will further develop and implement enabling policy and regulatory, coupled with strategic communication and equipment provision to trigger behavior changes towards adopting Circular Economy (CE) measures. The project will also target the private sector to drive innovation and promote an enabling environment for mobilizing finances for upscaling proven CE business models. It will share best practices and lessons learned for replication and scaling up.

Position Summary

Contract Type: Contractor

Duty Station: Department of Green Economy (DGE), Phnom Penh, Cambodia

Expected Place of Travel: Phnom Penh, Siem Reap, Sihanoukville & Tbong Khmum

Contract Duration: 8 Months (September 2026 to April 2027)

Scope of Work

The consultant will be responsible for drafting a practical, evidence-based operational manual in English language that outlines strategies, activities, and implementation pathways for education and dissemination programs.

Duties & Responsibilities:
  • Document Review & Analysis
  • Review national policies, strategies, the National Plastic Action Roadmap, legal frameworks related to environment, waste management, education, and plastic pollution prevention
  • Review existing education, communications, and community engagement initiatives related to plastic pollution prevention
  • Identify key challenges, gaps, lesson learned, and opportunities for strengthening current education and awareness efforts.
  • Manual Development
  • Develop an operational manual focusing on education and extension, but not limited to:
  • Situation analysis and context
  • Strategic objectives and expected outcomes
  • Target audiences and stakeholder roles
  • Propose innovative, culturally sensitive, and practical education and behavior change communication approaches
  • School-based environmental teaching and learning approaches
  • Pagoda-based awareness and outreach approaches
  • Community mobilization, citizen and youth engagement strategies with gender responsive and socially inclusive approaches
  • Public awareness campaign and dissemination mechanisms, including training and workshop
  • Capacity building and training approaches and materials
  • Annual implementation and activity plan
  • Institutional arrangements and coordination mechanisms
  • Monitoring, evaluation, learning, and reporting frameworks
  • Risk management and mitigation measures
  • Indicative budget to implementation the plan
  • Stakeholder Engagement/Consultations
  • Map and engage relevant stakeholders, including government institutions, schools, pagodas, NGOs, youth organizations, development partners, private sectors and local authorities
  • Consult with relevant stakeholders (government agencies, schools, NGOs, and community leaders, local authorities, etc.).
  • Collect stakeholder inputs and recommendations to incorporate into the manual.
  • Validation and Finalization
  • Present the draft manual to the project management unit (PMU) and relevant stakeholders
  • Facilitate validation workshop to collect feedback
  • Revise and finalize the manual based on comments received
  • Submit a professionally written, structured, and publication-ready manual
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in environmental management, Education, Communication, Public Policy, Social Development, Sustainable Development or other relevant fields as a minimum
Work History:
  • Environmental education, behavior change communication, public awareness campaigns, waste management, sustainability, or related fields for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Proven experience in developing operational manuals, strategic plan, policy documents, guidelines, education program design, extension services, or communication strategies, or similar technical publications.
  • Experience facilitating multi-stakeholder consultations with government agencies, civil society, development partners, local communities, and so on.
  • Strong knowledge of plastic pollution issues and environmental sustainability.
  • Demonstrated expertise in media and communication, including public awareness campaigns, educational media, and community outreach.
  • Familiarity with Cambodia’s environmental policies and socio-cultural context.
  • Excellent research, writing, and communication skills.
  • Ability to deliver high-quality outputs within deadlines
  • Experience with NGOs, research institutes, and academia will be an advantage.
  • Flexibility and ability to liaise with a variety of stakeholders while being gender-sensitive.
  • Fluent in English and Khmer, with excellent writing and verbal skills in both languages.
