- Deliverable 1: Inception Report
- This deliverable serves as the foundational roadmap for the assignment, outlining the methodology, detailed work plan, and stakeholder engagement strategy. It ensures alignment between the consultancy team and project partners on the strategic approach for the voluntary EPR pilot, as follows:
- Review the existing draft EPR framework and roadmap to align the consultancy's approach with national priorities and the F&B and tourism sectors. Assess municipal waste-flow baselines and collector economics in the target pilot city (e.g., Phnom Penh, Siem Reap, or Sihanoukville) using existing MoE waste-flow data.
- Define the detailed methodology for assessing technical feasibility and market readiness within the targeted municipality.
- Identify and map key stakeholders across the F&B and tourism sectors, including major corporations, local authorities, and informal sector representatives.
- Incorporate inclusive and consultative methods within the gender-sensitive EPR working group, ensuring representation from all relevant stakeholders.
- Finalize the work plan and timeline for the design and implementation phases of the EPR packaging scheme pilot.
- Submit the draft inception report to MOE/PMU for review and approval, and address their feedback, before proceeding to subsequent deliverables.
- Deliverable 2: Technical Design of the Voluntary EPR Packaging Scheme Pilot
- This deliverable focuses on the architectural design of the EPR pilot scheme, detailing the operational, legal, and financial mechanisms required for a functional EPR system. It bridges the gap between high-level policy goals and ground-level implementation across the F&B and tourism sectors, as follows:
- Develop a comprehensive implementation framework covering governance structures, management procedures, and a gender-sensitive strategy for integrating informal sector workers.
- Identify at least one municipality and five businesses from the F&B and tourism sectors (e.g., Coca-Cola, Unilever, Pepsi, Chip Mong, Cambrew Ltd.) to participate in the pilot.
- Design financial mechanisms and fee structures to sustain pilot operations and manage producer contributions.
- Integrate monitoring mechanisms to track implementation progress, measure environmental impact, and evaluate EPR-related social outcomes.
- Design the mandate and roles for a Producer Responsibility Organization (PRO) or specialized service provider to administer the pilot, including a financial management system to assess and oversee contributions from participating private sector actors.
- Present the draft EPR packaging scheme to MOE/PMU and integrate feedback received.
- Submit the finalized package to MOE/PMU for official review and quality assurance.
- Deliverable 3: Consultation and Validation Workshop
- This deliverable facilitates transparent dialogue and seeks to secure broad consensus on the proposed EPR design from a wide range of stakeholders, including the private sector. It ensures the technical design is validated by those responsible for its execution and oversight, as follows:
- Co-facilitate technical validation sessions to refine the pilot's implementation roadmap based on stakeholder feedback and local constraints.
- Co-design the EPR packaging scheme with interested parties, defining target products, alternative solutions, and circular approaches such as reuse-refill or take-back schemes.
- Present EPR principles and Cambodia's national roadmap to clarify requirements and communicate the benefits of circular solutions in the F&B and tourism sectors.
- Share relevant case studies and regional best practices to build capacity and generate interest among municipal authorities and private sector leaders.
- Submit the finalized consultation package to MOE/PMU for official review and quality assurance.
- Deliverable 4: Finalized the voluntary EPR-packaging scheme pilot test
- This final deliverable provides the complete, actionable framework for the pilot, incorporating monitoring systems and impact evaluation metrics. It represents the conclusion of the consultancy and is ready for official execution and quality assurance, as follows:
- Finalize the EPR packaging scheme and implementation roadmap, integrating all feedback from validation workshops and stakeholder consultations.

- Bachelor's Degree in Environmental policy, Circular Economy and Sustainable Innovation, Environmental Management, Waste Management, Environmental Policy, Climate Change and Sustainable Finance, International Development
- Master's Degree
- Experience with environmental management and policy development, Circular Economy and Sustainable Innovation for 3 years as a minimum
- Experience in coordination and working with line ministries and the multi-stakeholders in Extended Producer Responsibility (EPR).
- Experience and understanding of government/project's administration and financial tasks/system, especially procurement procedure.
- Experience in liaising with the government, CSOs, and the private sector in the waste and hospitality sectors
- Experience with UNDP and/or UN agencies, research institutes, and academia will be an advantage.
- Strong analytical skills and exceptional ability in communication, facilitating, networking, negotiations, and writing.
- Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
