The Ministry of Women’s affairs (MoWA) is supporting agency for the Royal Government of Cambodia that guides, promotes and monitors the implementation of gender mainstreaming and the empowerment of women and girls. In line with this, MoWA has developed the Neary Rattanak Strategic Plan VI 2024-2028, building on the progress made in the implementation of the previous Neary Rattanak Strategic Plan and recent development in society. The plan is linked to the legal framework, policies, reform program sectoral policies to fulfill the commitment of the Royal Government, including adherence to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) principles and the agenda for sustainable development to ensure that “No one is Left Behind”. Neary Rattanak VI focuses on gender mainstreaming through applying a gender transformative approach within the legal framework, national policies and programs. It also emphasises a public behavioural change program as its Core Strategy with Six Priority Areas, including: 1) Women's Economic Empowerment, 2) The Promotion of Social, Women and Family Values, 3) The Promotion of the Well-Being of Women and Girls, 4) Legal Protection for Women and Girls, 5) Women in Leadership and Governance, and 6) Women and Climate Change. It is supported by the Institutional Support Strategy on Institutional Performance Development and Efficiency.

Leading the Way for Girls Leadership (LWGL) is a new program, under the sectoral strategy 5 of the NRVI: Women in leadership and Governance, aims to empower and promote girls’ leadership capability with gender transformative and ethical leadership in the social and community engagement for the sake of sustainable development

Position Summary

Cluster/Project: Leading the Way for Girls Leadership (LWGL)

Post Level: Specialist

Contract Type: Individual Contractor (IC)

Contract Duration: 30 working days (23 September 2024 to 31 November 2024)

Institutional Arrangement

The Consultant will be supervised by the MoWA General Director of Gender Equality and Economic Development. S/he will work closely with the Gender Equality Department of the MoWA and PLAN International Cambodia. Each deliverable will be reviewed by both MoWA and PLAN International, who will revert feedbacks within one week after it is submitted. PLAN will approve on deliverables (to release the payment) based on confirmation of satisfactory outputs from both PLAN International and the MoWA team.

Duration of the Work

The duration is for 30 working days from (start from 23 September 2024 to 31 November 2024). A more detailed work plan of the assignment will be further elaborated in collaboration with the MoWA General Director of Gender Equality and Economic Development and PLAN International; and incorporated into the inception report.

Duty Station

The duty station of the mission work is Phnom Penh, Cambodia (possibility to travel to provinces if needed). There will also be face to face meetings if required by MoWA team in consultation with PLAN.

Scope of Work

The assignment aims to develop national program document on LWGL which response to the new emerging issues of girls and young women related leadership. The consultant will conduct desk review, consultation with relevant stakeholder to gather inputs and feedback for develop a road map for girl, young women and youth capacity development.

Expectations - Duties, Responsibilities
  • The consultant will work with MoWA and PLAN team to undertake and deliver the following activities and outputs:
  • Conduct desk review on the existing policies, programs, and other relevant stakeholder on youth capacity development, girl leadership, girl and women empowerment, and its mechanisms (International, National and Sub national) and the new emerging issue and barrier of girls’ leadership.
  • Work closely with MoWA project team to keep updating and seek advice on the inputs/feedbacks collected
  • Review and feedback on Champion of Cambodia (CoC) Manual book that will adapt in the LWGL program
  • Draft and finalize LWGL program through consultation with stakeholders and girl, young women and youths.
  • Develop the Guideline on how to establish youth clubs to be aligned with National Policy on Youth Development.
  • Conduct the mapping with key relevant stakeholders who works on girls and youth leadership.
  • Conduct the new research (if any need) of girls’ leadership emerging issues in Cambodia and feedbacks to identify the opportunities and entry points to ensure the effectiveness of LWGL’s program.
Requirements - Skills, Qualifications, Experience
  • Education:
  • Advanced University Degree (Master or PhD) in women’s studies, gender studies, international development, public administration, political science, sociology, anthropology, human rights, social work.
  • Experience:
  • At least 5 years of relevant experience in the field of gender equality, women and girl leadership and empowerment, and/or youth capacity building.
  • Strong experience in the development, review and evaluation of national policy, national guideline related to gender equality, women and girl leadership and empowerment, and/or youth capacity building. .
  • Strong experience in facilitating in workshops and other events to engage, mobilize and capture the inputs and develop recommendations for next steps.
  • Strong practical experience in research on girls and women’s leadership and girls issue.
  • Strong knowledge and experiences in national and international strategics, frameworks and policies in relation to gender equality and/ or youth capacity building.
  • Competencies:
  • Demonstrated commitment to MoWA’s mission, vision and values;
  • Sensitivity and adaptability to Cambodian culture;
  • Highest standards of integrity, gender-sensitivity, age-sensitivity, discretion and loyalty.
  • Demonstrated ability to communicate effectively with government and development partners.
  • Good facilitation and presentation skill.
  • Strong interpersonal skills, ability to work with people from different backgrounds to deliver quality products within short timeframe.
  • Be flexible and responsive to changes and demands.
  • Be client oriented and open to feedback.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Treats all people fairly without favoritism.
  • Excellent computer literacy.
  • Be aware of child protection policy
  • Language Requirement: Fluent in written and spoken Khmer and English
