EnergyLab Asia is an innovative not-for-profit organization driving a fair and impactful transition to renewable energy in Southeast Asia. We were established in Cambodia in 2018, and are based in Phnom Penh. Over 2024, we expanded our operations to Lao PDR and now work across Southeast Asia to advance clean energy solutions that benefit the entire region. We bring together diverse stakeholders to accelerate the energy transition through policy events, strategic analysis, and capacity building.

‘Building a clean energy skills ecosystem for Cambodia’ is a three-year (2025-2027) skills development project funded by Liechtenstein Development Service (LED). It is led by EnergyLab Asia with technical support from partner Sevea, a Cambodia-based development consultancy expert in clean energy & sustainability. 

Assessments of the skills needs and gaps for the Electric Vehicles (EV), Renewable Energy and Energy Efficiency (EE) sectors have been completed. The results were validated through workshops with private sector companies, training providers and government stakeholders in April 2026. Through the assessments, feedback from the validation workshops and participants’ responses to surveys, priority roles facing skills shortages in each sector were identified. These are relatively new roles for Cambodia’s workforce, and currently training is mainly undertaken by private companies. Defining core competencies for these roles is the first step towards developing nationally recognized training standards and programs at universities and Technical and Vocational Education and Training (TVET) institutes that are accessible to the public.

Position Summary

Position Title: National Consultant - Skills Standards Expert (Individual)

Experience: At least 5 years working on skills standards development in Cambodia

Reports to: Clean Energy Skills Program Manager

Scope of Work:

A National Consultant will support Sevea in technical work to develop the competency profiles, with the role of ensuring the format and language align with national requirements overseen by DSC, including format, language, and process. The three occupations for which competency profiles will be developed and the roles to be covered by each profile will be selected by the time this consultant is onboarded. 

This ‘National Consultant - Skills Standards Expert’ will ensure that: 

  1. The development process followed and profile content aligns with the requirements of MLVT’s Directorate General of TVET (DGTVET) DSC and the National Training Board;
  2. Feedback and recommendations from meetings and consultation workshops are documented in the format required by the DSC/MLVT (Sevea will ensure the feedback is incorporated into the profiles themselves); and
  3. The profiles are translated in Khmer for validation and in the correct format to be approved by the Commission of National Competency Standard and Test (CNCST) and ultimately the National Training Board.
Duties & Responsibilities:
  • Within the occupations selected by Sevea and EnergyLab Asia for competency profile development, support the definition of occupational roles at various levels.
  • Review and provide recommendations on the Cambodia Qualifications Framework (CQF) level applicable to each selected competency profile and occupational role.
  • Review and provide feedback on the drafts of the competency profiles to ensure they match MLVT/DSC’s required format, structure and terminology.
  • Participate in consultation workshops and meetings relevant to the assignment.
  • Review the updated profiles to ensure that Sevea has incorporated feedback and recommendations from consultation workshops on the appropriate format, in accordance with the requirements of the DSC/ MLVT.
  • Work closely with Sevea and DSC to ensure that the content, structure, and terminology of the competency profiles align with DSC/MLVT requirements and relevant national processes.
  • Translate the draft competency profiles for validation and, where required for endorsement.
  • Update to the EnergyLab Asia team on assignment progress.
  • Review and feedback on drafts of three competency profiles (3 days)
  • Internal meetings with Sevea, EnergyLab Asia, and DSC (1 day)
  • Consultation workshop, validation meeting, and feedback notes (1.5 days)
  • Translation of final profiles into Khmer (1.5 days)
Expected Profile of Candidates
Qualifications:
  • Master's Degree in education, human resource development or a related field
Skills & Knowledge:
General & Technical Skills
  • At least 5-7 years of relevant professional experience in Cambodian competency profile and standards development. Additional experience in competency-based training or TVET curriculum development is a bonus.
  • Familiarity with the Cambodia Qualifications Framework (CQF) and the national TVET system.
  • Familiarity with the procedures, formats, terminology, and quality requirements for competency standards and related TVET documents in Cambodia.
  • Experience working with industry experts to identify occupational competencies and skills requirements will be an asset.
  • Demonstrated experience in developing or reviewing competency profiles, competency standards, or occupational standards in Cambodia.
  • Experience coordinating with government institutions, particularly MLVT, DGTVET or DSC, is highly desired.
  • Open to Cambodian nationals only; proficiency in English and fluency in Khmer required
