Announcement Description

The Royal Government of Cambodia (RGC) has received a Loan of USD 36.3 million from International Fund for Agricultural Development (IFAD) for financing the Project for “Accelerating Inclusive Markets for Smallholders Project (AIMS)” called Project, IFAD Loan No. 20000001751, for the project costs including Royal Government of Cambodia (RGC), Private Sector (including beneficiaries and private businesses) Co-funding are estimated at USD 61.6 million. The project will have two components and be implemented over 6 years. The Financing Agreement was signed on 28 February 2017 and became effective on the same date. The Project has additional financing of USD 20 million for project extension through IFAD Loan No. 2000005221 and 2000005222. The Project Completion Date is 30 September 2027, and the Financing Closing Date is 31 March 2028. The Project goal is to enhance prosperity of Cambodian smallholder farmers through increasingly profitable links to agri-businesses and markets, with intermediate objective to increase returns from farming for smallholders, including poorer farmers and youth, through efficient public sector investment.

The Project is comprised of two components:

  1. Component 1: Value Chains Development (VCD). The objective of this component is to focus on brokering, facilitation, innovations development and capacity building support to inclusive growth initially of eight higher value product value chains – covering rice, premium rice, vegetable, safe vegetable, chicken, Khmer chicken, safe spices, and cassava.
  2. Component 2: Value Chain Financing. The objective of this component is to stimulate increased private investment into the priority VCs by farmers, MSMEs, agricultural cooperatives, agribusinesses, services providers and others, and by providing them better knowledge to take on their own investment decision.

Position Summary

Ref. AIMS/C1/C/2025/110

The assignment aims to provide technical support and design water related infrastructure to be utilized under the AIMS project. The Consultant will work with the project management and project operation on day‐to-day basis on implementation, management/maintenance of water related infrastructure systems and will also be guided by the consultant who is responsible for the support and design of water related infrastructure systems (off-farm) of the AIMS.

The consultant will report to the Project Director via Value Chain Manager in close consultation with the Project Operation Manager. The Consultant shall work closely with all project teams, by providing advice and consultation, to ensure effective project implementation, management/maintenance of water related infrastructure systems. The Consultant will be stationed at the Ministry of Commerce and is expected to work on a full-time basis for a period of 12 months that can be extended based on satisfactory performance and availability of funds

Expected Profile of Candidates
Languages:
  • English - Fluent is preferred
Qualifications:
  • Bachelor's Degree in civil engineering, preferably rural engineering specializing in geology or other relevant related fields
Work History:
  • At least of professional experience in producing support and design for water related infrastructures for 5 years
Skills & Knowledge:
General & Technical Skills
  • Work experience with the Government EAs-IAs/ Ministries in a professional support capacity and with rural communities, will be an advantage.
  • Computer literacy, especially on Drawing Design (Autodesk AutoCAD), Windows and Microsoft Excel and Word processing; being to use software for producing maps (ArcGIS) is a plus.
  • Written and spoken proficiency in English is a plus.
  • Strong communication skills and teamwork experience.
