General Objectives of the Services
National Consultant (NC) will provide expert services to the Department of Green Economy, GDPS/MoE, with the following objectives:
- Review the implementation progress of NSPGG by line ministries
- Conduct key informant interviews (KIIs) with line ministries
- Organize a consultation workshop with stakeholders to verify the findings
- Produce a report on the implementation progress of NSPGG
- Develop a policy brief to inform the future update of NSPGG (with endorsement from focal points from line ministries if needed).
Scope of the Work:
The scope of this assignment includes:
- Inception:
- Initial stocktaking
- Kick-off meeting
- Inception report.
- Desk Review:
- NSPGG review
- Key government policies/reports review
- Desk review report.
- KIIs and Consultation Meeting:
- Conduct key informant interviews (KIIs) with line ministries
- Organize a consultation workshop with stakeholders to verify the findings
- Draft progress report.
- Report Finalization:
- Improve the report based on PAGE agencies’ comments
- Improve the report based on PAGE focal points’ comments
- Clean and finalize progress report.
- Policy Brief Development:
- Develop policy brief document
- Improve the document based on PAGE focal points’ comments
- Finalize the document.
- The National Consultant will be based in the DGE Office, Ministry of Environment (Phnom Penh, Cambodia) and has roles and responsibilities as follows:
- Develop a comprehensive workplan (inception report) to guide the work;
- Conduct a desk review on NSPGG 2013-2030 and key government policies and reports;
- Conduct key informant interviews (KIIs) with line ministries;
- Organize a consultation workshop with stakeholders to verify the findings;
- Analyse results from assessment, KIIs and consultations and draft the report and finalize it based on PAGE agencies and focal points’ comments;
- Develop a policy brief and finalize it based on PAGE focal points’ comments.
- Khmer - Fluent
- English - Fluent
- Master's Degree in or Ph.D in green growth, green economic development, environmental science and sustainability, international or development studies, or another relevant field is required
- Professional experience in the field of green growth, green economy, and public policy for 10 years as a minimum
- Expertise in coordinating consultation workshops with stakeholders.
- Experience in developing or co-developing relevant government reports.
- Strong experience in coordinating complex projects with government officials and multi-stakeholders in Cambodia.
- Having experience with the PAGE project is a plus.
- High-level communication skills, capable of presenting and discussing complex issues with diverse stakeholders, and proven ability to write policy-relevant research papers.
- Provide evidence of being the lead or corresponding author of at least three relevant publications in the last 5 years.
- Understanding of policy transition, including opportunities and challenges involved in inclusive, green, and climate policy transitions.
- Fluency in both English and Khmer.
