National Consultant on National REDD+ Policy and Institutional Review

Duration: 20 working days (spread over the period of 1 July to 30 September 2025)
Objectives
The objectives of this assignment are to conduct a comprehensive review of the existing National REDD+ Strategy 2017–2026, to assess related policy frameworks and institutional arrangements, and support the development of a roadmap for the updated National REDD+ Strategy (NRS) in consultation with relevant stakeholders.
Summary of Key Functions:
The National Consultants will be accountable to the Project Manager and Project Coordinator, and will maintain close coordination with the project team. The National Consultants will play a key role in producing key deliverables as described in the ToRs as following tasks:
- Review of Policies and Strategies:
- Conduct a comprehensive review of international and national policies, strategies, and frameworks relevant to REDD+ including National REDD+ Strategy (NRS) 2017–2026, REDD+ Nesting approach, Forest Reference Emission Level (FREL/FRL), Safeguards Information System (SIS), MRV, Cambodia’s Nationally Determined Contribution (NDC), Long Term Strategy for Carbon Neutrality (LTS4CN), Cambodia Climate Change Strategic Plan (CCCSP) 2024-2033;
- Institutional Arrangement Review: review the current Institutional setup and roles and responsibilities, including: REDD+ Taskforce Secretariat, Carbon Crediting Secretariat, Core Group in MRV, Benefit Sharing and SIS related structures;
- Provide recommendations for strengthening and workable institutional arrangement for REDD+ implementation in the context of Article 6, Jurisdictional REDD+ Nesting and national carbon market mechanisms;
- Policy and Institutional review report, including gap analysis and recommendations.
- NRS Stocktake and Stakeholder Engagement:
- Conduct consultations and interviews with key stakeholders from line ministries, government agencies, civil society, development partners, and the private sector to stocktake the implementation of the current National REDD+ Strategy (NRS);
- Identify gaps, opportunities, and priorities for a new National REDD+ strategy
- Summary report on NRS Stocktake and stakeholder engagement.
- Draft NRS Roadmap Development:
- Develop a draft roadmap for the formulation of a new or updated National REDD+ Strategy, including key stages, timelines, roles, and responsibilities
- Enhance roles/opportunities of REDD+ in Cambodia's Article 6 strategy,
- Identify the entry points to enhance the blue carbon and green carbon in new NRS.
- Consultation Workshop/meetings
- The half-day workshop/meeting will be conducted at the MoE;
- Organize and facilitate a consultation workshop to present the key findings from the review, validate and refine the draft roadmap for a new NRS, and collect feedback from government stakeholders and partners.
- Final consolidation Report incorporating feedback and recommendations
- Education:
- At least a Master’s degree in Environment, Forestry, Natural resource management, and climate change .
- Experience:
- A minimum of 7 years working experience in the area relevant to Environmental management, forestry, climate policy, REDD+, or related sectors;
- Good understanding of the NRS and familiarity with REDD+ implementation/program, safeguards (SIS), MRV systems, GHGs inventory, and international climate frameworks (e.g., UNFCCC, Paris Agreement, NDCs)
- Proven experience in reviewing national strategies and institutional arrangements;
- Strong commitment to delivering the result;
- Good communication and interpersonal skill, and ability to work with multi-disciplinary team;
- Working experiences with government, NGOs and Development Partners in Cambodia in the areas of REDD+, climate change mitigation, and Article 6;
- Demonstrated experience in donor-funded projects;
- Good understanding of Government operational procedures.
- Competency and Skill
- Good in Microsoft Office packages for data analysis and technical reports, and other relevant software;
- Strong analytical, writing, and facilitation skills.
- Ability to work effectively in teams;
- Language Requirements:
- Fluency in spoken and written Khmer and English.
