YRDP was initiated in October 1992 and registered with the Ministry of Interior in 1998 (No. 891) as a local, non-governmental youth organization focusing specifically on high school graduates and youth who demonstrate the potential for future leadership and the ability to drive positive social change.

YRDP envisions a society in which youth are empowered to exercise their civil and political rights as leaders of peaceful, equitable and sustainable development in Cambodia. Its mission is to engage young people in the development of their critical thinking skills, empower them to utilize their civil and political rights, and strengthen their social conscience for positive social action on behalf of their own future, family, community and country. YRDP goal is to educate youth, so they become informed, active, and responsible citizens who take concrete initiatives and motivate others to promote sustainable peace, justice, and a democratic society.
