The objective of this assignment is to improve market access for smallholder farmers and local traders by establishing commercial market infrastructure that facilitates direct sales, reduces transaction costs, and strengthens value chain linkages across the AIMS priority value chains.
Department of International Relationship and Cooperation (D/IRC) is the Project Management Office (PMO) to recruit National Consultant for Rapid Feasibility Study for Commercial Market that will be stationed in PMO and is expected to work of Ten (10) commercial markets during 30 working days within 02 months from contract signing as remittent that can be extended based on satisfactory performance and availability of fund.
The services will be provided by an individual consultant (lump-sum based), who will be recruited in accordance with the Procurement Management Manual of the Updated Standard Operating Procedure issued by RGC’ Sub Decree No. 181, dated 02 December 2019, For All Externally Financed Projects/Programs in Cambodia and IFAD Procurement Guidelines.

- Bachelor's Degree in Agricultural Economics, Rural Development, Business, Economics, or a related field as a minimum
- Agricultural market systems, rural value chain development, or market infrastructure projects in Cambodia for 7 years as a minimum
- Demonstrated experience working with Cambodian provincial and district authorities, MOC/MAFF/MRD at sub-national level, and community-based organizations.
- Proven experience in conducting field surveys, KIIs, and FGDs in rural Cambodian communities, including in agricultural and market settings.
- Fluency in Khmer (native) is mandatory. Proficiency in English (reading, writing, and speaking) is required for report drafting and PMU communication.
- Proficiency in Microsoft Word, Excel, and PowerPoint. Ability to compile structured field notes and contribute to English-language technical reports.
- Understanding of gender dynamics in rural Cambodian markets and experience in gender-sensitive data collection and community engagement.
