Announcement Description

The ASEAN-Swiss TVET Initiative (ASTI) is a regional project implemented by GIZ International Services (Ins) and Helvetas, funded by the Swiss Agency for Development and Cooperation (SDC). The project equips young women and men—particularly those facing educational or employment challenges—with relevant labor market skills by developing and standardizing Work-Based Learning (WBL) to improve employability and integration into formal TVET systems. ASTI currently operates in Cambodia and Lao PDR.

In Cambodia, ASTI works with the Directorate General of Technical and Vocational Education and Training (DGTVET) under the Ministry of Labour and Vocational Training (MoLVT), specifically through the Department of Standards and Curriculum (DSC). Employer associations such as CAMFEBA and IBC, along with TVET providers, support the project in developing and implementing training for youth and workers, through Work-Based Learning (WBL) initiative and training program.

Cambodia’s ambition to achieve middle-income country status by 2030 requires the development of a modern, demand-driven TVET system. Skilled workers with both advanced technical expertise and strong social competencies are essential to driving economic growth. Industrial skill needs can be effectively addressed through innovative training models such as Work-Based Learning (WBL), focusing on priority trades, sectors, and occupations including Logistics and Warehousing, General Mechanics, Automotive (Electric Vehicle), Machine Tools, and Customer Service, aligned with Level 2 of the Cambodia Qualifications Framework (CQF).

The Department of Standards and Curriculum (DSC) under the Directorate General of TVET (DGTVET) of the Ministry of Labour and Vocational Training (MoLVT), with financial support from the ASEAN-Swiss TVET Initiative (ASTI) project, is seeking qualified individual national consultants or a team of national consultants to develop complete Standard Training Packages (STPs).

Objective of the Assignment

The primary objective of this consultancy is to design and develop standardized, competency-based training packages and reference documents that will serve as the foundation for high-quality skills development in priority occupations. The focus will be on the following areas:

  • Logistics (Pick and Pack)
  • General Mechanic (Fitting Steel)
  • Automotive (Electric Vehicle)
  • Machine Tools
  • Customer Service

The consultant will work under the leadership and technical guidance of the Department of Standards and Curriculum (DSC) of the Ministry of Labour and Vocational Training (MoLVT), in close collaboration with the ASEAN-Swiss TVET Initiative (ASTI), an international consultant, and the Technical Working Group (TWG). All deliverables must comply with Cambodian Qualifications Framework (CQF) standards, reflect current industry requirements, and ensure relevance for both learners and employers.

Scope of Work

The consultant will be responsible for the full-cycle development of Standard Training Packages (STPs) for the identified occupations. The assignment will be carried out in three main stages: Pre-Development, Development, and Finalization & Validation.

Duration and Timing

  • Assignment Period: 3rd week of October 2025 – 3rd of December 2025
  • Total Working Days: 44 working days per occupation and 10 working days for customer service (distributed per occupation as detailed in Section 4)

Bidder Eligibility

  • Expertise:
  • Proven experience (5-10 years) in TVET and skills development, with a focus on competency-based training
  • Strong background in curriculum and assessment design
  • Familiarity with Cambodian TVET systems, policies, and CQF standards
  • Experience working with government, private sector, and training institutions
  • Certification as Master Trainer in Competency Based Training (CBT) is preferred
  • Skills:
  • Technical knowledge in one or more relevant occupational areas
  • Strong facilitation, drafting, and communication skills
  • Experience in adult learning methodologies and Training of Trainers (ToT)
  • Fluency in Khmer and excellent English proficiency (spoken and written)
