Royal Government of Cambodia (RGC), through Ministry of Commerce has received financial and technical assistance from the Enhanced Integrated Framework (EIF) programme in implementing projects and activities related to the Cambodia Export Diversification and Expansion Programme (CEDEP), which forms part of the Aid for Trade for least developed countries. The EIF for the Trade-Related Technical Assistance (TRTA) to the least developed countries (LDCs) is the only multilateral partnership dedicated exclusively to assisting least developed countries (LDCs) in the use of trade as an engine for growth, sustainable development and poverty reduction. The EIF partnership of 51 countries, 24 donors and eight partner agencies works closely with governments, development organizations, civil society, and academia. The partnership leverages its collective know-how, outreach and experience to tackle the world’s most pressing trade-for-development issues.

Position Summary

The EIF is built on the principles of country ownership and partnership, it has allowed the country to enhance its national capacity to formulate, implement, manage and monitor a pro-poor trade policy that is consistent with and supported to the National Strategic Development Plan (NSDP) and its Millennium Development Goals (MDGs).

The recruiting National Consultant for Formalizing Enterprise is to accelerate to move from offline to online of Cambodian MSMEs the DICO, serving as Secretariat and National Implementation Unit (NIU) to the EIF, is recruiting a National Enterprise Formalization expert to support future merchants and vendors on boarded on the MoC-led B2B2C marketplace.

The National Consultant will be based in DICO, MoC. She/he will report to the Director of DICO and work under supervision of the National Project Manager. The consultant is contracted as a full-time based contract for the period 09 months over the period of 3 years.

Requirements - Skills, Qualifications, Experience
  • Qualifications to be quantitatively evaluated (scored):
  • At least 5 years of work experience in private sector development, business development or business formalization, preferably on externally funded projects (eg WB, ADB or other development partners in Cambodia);
  • Master ‘s Degree Business or Management or equivalent;
  • Able to create a conducive business environment for MSMEs and the project,
  • Sound understanding of e-commerce and online business tools
  • Familiarity with Cambodia business registrations processes and online tools
  • Ability to work individually, collaboratively and provide training as per the project requirements;
  • Fluently in spoken and written Khmer.
  • Good spoken and written in English.

Expressions of Interest shall be submitted in hard copy followed by an electronic copy.

Interested consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment by sending a request by Email or from the address below during office hours from 8:30am to 12:00am and from 2:00pm to 5:30pm, Monday through Friday, except public holidays.
