The Kingdom of Cambodia (the Government) has applied for a loan from the Asian Development Bank (ADB) and additional co-financing from the Japan Fund for Prosperous and Resilient Asia and the Pacific Grant towards the cost of the proposed Rural Water Supply, Sanitation, and Hygiene Improvement Sector Development Program (RWSHISDP). The proposed sector development program will support the efforts of the Government to provide universal access to improved water supply and sanitation services and achieve safe hygiene behavior in rural areas by 2025 and that at least 50% of rural population have access to safely managed water supply and sanitation facilities by 2030. It endeavors to achieve the following outputs: Output 1: Resilient, inclusive, and safely managed rural water supply services improved and expanded, Output 2: Resilient, inclusive and safely managed rural sanitation services and hygiene practices improved and expanded, Output 3: Institutional capacity and regulatory framework strengthened for sustainability and climate resilience.

National Communication Specialist

Position Summary

The Ministry of Rural Development (MRD), the Executing Agency for the project, invites qualified and experienced individual national consultants to submit expressions of interest (EOI) for the position of National Communication Specialist (CS-03) (MRD-CS-03).

The duration of the contract will be 40 Months, with annual contract extensions subject to satisfactory performance and project requirements.

Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Bachelor's Degree in Communications, media, public relations, social sciences, or a related field
  • Master's Degree is preferred
Work History:
  • Professional experience in communications, preferably in the WASH or development sector, including experience in Cambodia and/or other countries in Southeast Asia for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience in WASH communication, behaviour change communication (BCC), community engagement, and rural outreach in Cambodia will be highly desirable.
  • The candidate must demonstrate strong skills in writing, editing, and producing communication materials in both Khmer and English, as well as proven capacity-building, facilitation, and report-writing skills.
 
 

National Geographic Information System Expert

Position Summary

The Ministry of Rural Development (MRD), the Executing Agency for the project, invites qualified and experienced individual national consultants to submit EOI for GIS (Geographic Information System) Expert (CS-04) - (MRD-CS-04).

The initial contract period will be twenty-four (24) months, commencing in September 2026, with an estimated input of six (6) person-months on an intermittent basis. Subject to satisfactory performance and project requirements, the contract may be extended intermittently until June 2029, with a maximum cumulative input not exceeding twenty-four (24) person-months over the duration of the assignment.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Geographic Information Systems (GIS), geomatics, geography, environmental science, or a related field as a minimum
  • Master's Degree is preferred
Work History:
  • Professional experience in GIS development, spatial data management, or related fields for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience using GIS software such as ArcGIS and/or QGIS, experience in GIS database development and spatial data management, as well as familiarity with GIS server configuration, software maintenance, and data management systems are required.
  • Experience in spatial data analysis and map production, preferably working with government agencies or development projects, is an advantage.
Soft Skills
  • Strong analytical, organizational, and communication skills are essential.
 
 

International Groundwater Monitoring Consultant

Position Summary

The Ministry of Rural Development (MRD), the Executing Agency for the project, invites qualified and experienced individual international consultants to submit EOI for International Groundwater Monitoring Consultant (CS-05) (MRD-CS-05).

The assignment will be implemented over the period 2026–2029, with a total input of seven (7) person-months on an intermittent basis. The indicative allocation of inputs is three (3) person-months in 2026, three (3) person-months in 2027, 0.5 person-month in 2028, and 0.5 person-month in 2029. The actual timing of inputs may be adjusted subject to project requirements and the consultant's performance.

Expected Profile of Candidates
Qualifications:
  • Postgraduate Degree in hydrogeology, groundwater engineering, or a related field.
Work History:
  • Professional experience in groundwater resources assessment and development, preferably in Cambodia and/or other countries in Southeast Asia for 10 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience in designing and implementing rural groundwater supply systems, training national personnel in groundwater assessment and monitoring, as well as specific knowledge in groundwater modelling, mapping, and climate-resilient and environmentally sustainable groundwater practices are required.
  • Strong capacity-building, facilitation, and report-writing skills are essential.
 
 

National Groundwater Specialist

Position Summary

The consultant will be engaged for a total of six (6) person-months on an intermittent basis over the period 2026–2029. The estimated level of effort comprises one (1) person-month in 2026, three (3) person-months in 2027, one (1) person-month in 2028, and one (1) person-month in 2029. The timing of inputs may be adjusted subject to program requirements. Travel to selected program provinces will be required to undertake field assessments, consultations, training, and other activities relevant to the assignment.

Qualifications:
  • Bachelor's Degree in Hydrogeology, geophysics, water resources engineering, or a related field as a minimum
Work History:
  • Professional experience in groundwater assessment and management in Cambodia or the Mekong region for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience with hydro-geophysical surveys (resistivity/EC), borehole drilling supervision, and water quality testing, as well as proven experience in training and capacity building of government counterparts is required.
  • Strong coordination and communication skills, fluency in Khmer, working knowledge of English, and experience in GIS tool are essential.
