National Communication Specialist

The Consultant will be working on a full time basis in the Programme Office of FiA and responsible to carry out all communication and visibility (C&V) activities for CaPFish-Aquaculture in accordance with the agreed and applicable terms of reference and communications protocols and procedures. He/she must work in close consultation and cooperation with the National M&E Officer??? of FiA and Team Leader of the TA team for all components of CaPFish-Aquaculture during the period of his/her deployment and report to the Programme Director and Programme Manager. He/she will also work closely with the contractor Melon Rouge Agency (MRA), International and National NKE for M&E, the team leads, and their respective M&E and Communication Officers of the two International Tender (IT) consortia..
- BA in communications, journalism, international relations or related field or an equivalent combination of relevant experience or training.
- 6 years of relevant experience.
- Experience in public diplomacy and communication strategies, digital media, event management, brand compliance and the provision of technical advice, as well as experience providing support to donor-funded projects.
- High-level interpersonal and communication skills, as well as stakeholder management skills.
- Strong computer skills with good knowledge of media platforms. Knowledge of use of specific software is desirable e.g. InDesign, Photoshop, Publisher, and a variety of website applications.
- Demonstrated practical experience of working with a broad range of information and communication media
- Understanding and knowledge of the natural resources, fisheries and agriculture sectors is desirable.
- Monitoring and Evaluation Experience is desirable
- Fluency in written and spoken English and Khmer is essential.
