National Communication and Visibility Expert
Employment fraction: 90 days over 6 months (with possibility for extension)

In this context, UNIDO is recruiting a qualified National Communication and visibility Expert on a part-time basis. The expert will work under the direct supervision of Chief Technical Advisor (CTA), under the responsibility of the Project Manager in Vienna, in close cooperation with the project counterparts (mainly the Fisheries Administration-FiA), the UNIDO Country Representative, the international communication expert and the project team.
The National Communication and visibility Expert will work under the direct supervision of Chief Technical Advisor (CTA), under the responsibility of the Project Manager in Vienna, in close cooperation with the project counterparts (mainly the Fisheries Administration-FiA), the UNIDO Country Representative, the international communication expert and the project team to perform the following tasks:
- Communication strategy/plan:
- Review all available documentation and graphics pertaining to the project in order to understand the context of the work to be promoted
- In collaboration with the international communication expert, contribute to the development and coordinate the implementation of communication strategy communication/work plan in line with the EU communication guidelines, including setting clear goals and objectives, defining key tasks, audience targeting and analysis.
- Project Publication and information materials: Based on the guidelines of the EU and under the overall guidance of the international communication expert:
- Develop a bilingual communication package for the project including branding materials carrying the visual identity of the project through promotional materials, design and content of project factsheet, brochure, folder, press kit, business cards, USB, t-shirt and cap.
- Ensure collaboration with internal/external communication partners to enhance understanding and awareness for the Project;
- Propose public relation (PR) opportunities to enhance the Project’s impact and visibility to create media interest.
- Advise and train Information and communication Technology (ICT) division of Fisheries Administration (FiA) in developing visibility materials, where applicable
- Project Online communication materials /tools (Web-platform, Spark):
- Based on the guidelines of the EU and under the overall guidance of the international communication expert, design online communication materials (national and regional media, website and social media channels) to share progress and best practices on a regular basis and enhance the visibility of the CAPFish project and the EU as a donor.
- Project Social media materials:
- Based on the guidelines of the EU and under the overall guidance of the international communication expert, upgrade the digital presence of the project in all areas of its activity, in particular through social media communication ensuring the dissemination of constant and up-to-date flow of news and promotion of the project.
- Editing and design of all reports:
- Review, edit and design project related reports following the guidelines of the EU as requested
- Project promotional materials/events in Cambodia:
- Prepare and design promotional materials, press release, media advisory to promote cooperation between UNIDO and its stakeholders following the guideline of the EU
- Attend meetings with beneficiaries and project partners on an ad hoc basis regarding communications, outreach, PR, and media related issues, program deliverables and reports
- Provide high quality action pictures of project activities
- Supervise service providers with regards to desktop publishing, graphic design, and technical writing/editing to ensure alignment with the UNIDO and EU requirements.
- Coordinate with Information and Communication technology division of Fisheries Administration and EU Communication teams to assist them in developing and implementing communications strategies
- Daily monitoring of newspaper articles related to the fishery sector and UNIDO’s interventions in and out of Cambodia
- Contribute to the progress reports on Monitoring and Evaluation (M&E) of project activities as well as all other relevant reports
- Keep a database of all the communication and visibility materials, photographs produced by the project
- Carry out other tasks as required by the project CTA
- Prepare a final report of the mission including the analysis and observations made in the deliverables as well as recommendations.
- Minimum organizational requirements
- Education: Advanced University degree (Master’s degree) in Journalism and Information, Communications, or related field
- Technical and Functional Experience: At least 3 years of experience in the field of communication. Experience with donor-funded Programme is considered as an advantage. Experience in the use of various software to develop visibility materials is essential.
- Languages: Fluency in written and spoken English and Khmer is required.
