National Childcare Project Coordinator

Purpose of the Position
The Childcare Project Coordinator will coordinate all activities related to field research, data collection and reporting, and generating evidence-based recommendations to guide the educational private sector, factories, and the RGC in improving childcare standards and caregiver professionalization.
- Conduct a comprehensive mapping of companies providing or planning to provide childcare services and identify gaps.
- Assess companies planning to open daycare centers and identify their needs related to caregivers, training, facility requirements, and regulatory compliance.
- Coordinate closely with the Ministry of Labour and Vocational Training (MoLVT) to collect relevant HR and childcare information from compliant companies.
- Conduct cost-benefit analyses for compliant companies providing childcare services.
- Analyze existing caregiver professional streams in Cambodia.
- Organize workshops and multi-stakeholder meetings to establish incentive frameworks to encourage compliance among private childcare providers and employers.
- Coordinate and support training activities for caregivers and childcare staff as needed by working closely with the Ministry of Education Youth and Sports.
- Develop coaching plan and recruitment package for caregivers, including promotional materials
- Contribute to strengthen government capacity for inspection, monitoring, and data collection.
- Prepare high-quality reports, summaries, presentations, and policy briefs.
- Provide monthly progress updates to the Project Manager.

- English - Fluent
- Master's Degree in education, social sciences, public policy, economics, or a related field.
- Experience in project coordination, research, or program implementation, preferably in childcare, education, labor policy, or social development sectors for 5 years as a minimum
- Demonstrated experience conducting interviews, data collection, field research, and stakeholder consultations.
- Experience working with or within government ministries, especially MoLVT or MoEYS.
- Strong analytical skills, including ability to produce structured, evidence-based reports.
- Excellent communication and facilitation skills in Khmer and English.
- Strong writing skills, with experience preparing clear and concise reports or policy recommendations.
- Knowledge of Cambodian labor legislation and childcare regulations.
- Experience organizing workshops, training, and multi-stakeholder events.
- Ability to manage complex tasks and meet deadlines.
