Announcement Description

The Royal Government of Cambodia (RGC) has received a Loan of USD 36.3 million from International Fund for Agricultural Development (IFAD) for financing the Project for “Accelerating Inclusive Markets for Smallholders Project (AIMS)” called Project, IFAD Loan No. 20000001751, for the project costs including Royal Government of Cambodia (RGC), Private Sector (including beneficiaries and private businesses) Co-funding are estimated at USD 61.6 million. The project will have two components and be implemented over 6 years. The Financing Agreement was signed on 28 February 2017 and became effective on the same date. The Project has additional financing of USD 20 million for project extension through IFAD Loan No. 2000005221 and 2000005222. The Project Completion Date is 30 September 2027, and the Financing Closing Date is 31 March 2028. The Project goal is to enhance prosperity of Cambodian smallholder farmers through increasingly profitable links to agri-businesses and markets, with intermediate objective to increase returns from farming for smallholders, including poorer farmers and youth, through efficient public sector investment.

The Project is comprised of two components:

  1. Component 1: Value Chains Development (VCD). The objective of this component is to focus on brokering, facilitation, innovations development and capacity building support to inclusive growth initially of eight higher value product value chains – covering rice, premium rice, vegetable, safe vegetable, chicken, Khmer chicken, safe spices, and cassava.
  2. Component 2: Value Chain Financing. The objective of this component is to stimulate increased private investment into the priority VCs by farmers, MSMEs, agricultural cooperatives, agribusinesses, services providers and others, and by providing them better knowledge to take on their own investment decision.

Position Summary

Department of International Cooperation (DICO) is the Project Management Office (PMO) to recruit National Admin Assistant will be responsible for support the smooth implementation of the AIMS project, by assisting the PMO Director, Operation team and selected DICO officials to discharge their duties in a timely and qualitative manner. The incumbent is expected to show initiative and provide support guidance to DICO staff in matters related to administration, recording of notes, letters, documents related to the AIMS project implementation. The Consultant will be stationed at PMO/DICO and to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of funds.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Business / Public administration or management or any other relevant fields,
Work History:
  • At least of relevant professional work experience in a similar position and preferable for experience with IFAD supported projects for 5 years
Skills & Knowledge:
General & Technical Skills
  • Proven experience in organizing office administration, including for public administration or institutions in Cambodia and preferable for experience with IFAD supported projects.
  • Proven knowledge of office procedures and asset management
  • Computer literate (MS Office Suite).
  • Good written/verbal communication skills in English and Khmer are needed.
  • (Proficiency tests in English will be given to the selected candidate)
Soft Skills
  • Good interpersonal skills and result oriented.
