As the Part-time Multimedia & Graphic Designer your primary objective is to visually communicate HRCC’s mission and programs. You will be responsible for creating engaging video content, designing intuitive web interfaces, and producing high-quality promotional materials that resonate with returning migrant workers, employers, and our partners.
- Video Production & Editing: Shoot, edit, and produce compelling video content for social media, training programs, success stories, and center events.
- Graphic & Promotional Design: Design eye-catching promotional materials including flyers, brochures, banners, posters, and social media graphics tailored to our target audience.
- Cross-functional Collaboration: Work closely with the Job Support and Operations teams to visually translate training and employment initiatives into effective marketing campaigns.

- Bachelor's Degree in Graphic Design, Multimedia Arts, Film/Video Production, Visual Communications, or a related field
- Experience in graphic design, video editing, and web design for 3 years as a minimum
- High proficiency in Adobe Creative Cloud (Premiere Pro, After Effects, Photoshop, Illustrator, InDesign).
- Experience with web design/UI tools (Figma, Adobe XD) and a basic understanding of web platforms (WordPress, Webflow, etc.).
- Skills in camera operation, lighting, and audio recording are a strong advantage.
- Good verbal and written communication skills in English and Khmer.
- High creative flair, strong attention to detail, proactive mindset, and the ability to manage multiple projects under tight deadlines.

As the Part-time Online Job Matching Platform Developer, your primary objective is to design, build, and maintain a dedicated digital platform that seamlessly connects returning migrant workers with potential employers. You will play a crucial role in translating HRCC’s employment support initiatives into a user-friendly, accessible, and efficient online infrastructure.
- Platform Development: Design, code, and deploy a robust web-based job matching platform (Frontend and Backend) tailored specifically for the Cambodian job market and migrant workers.
- UI/UX Optimization: Create an intuitive, mobile-first interface ensuring high accessibility for users who may have varying levels of digital literacy.
- Database Management: Architect and manage secure databases for user profiles (job seekers and employers), implementing efficient search and matching algorithms.
- Maintenance & Troubleshooting: Monitor platform performance, fix bugs, and implement continuous improvements and new features based on user feedback.
- Cross-functional Collaboration: Work closely with the Job Support Manager and HRCC operations team to ensure the platform's features align perfectly with offline training and job-matching strategies.

- Experience in full-stack web development or platform engineering for 3 years as a minimum
- Proficiency in Frontend technologies (e.g., HTML, CSS, JavaScript, React, or Vue.js).
- Strong Backend skills (e.g., Node.js, Python, PHP, or similar frameworks).
- Experience with database management (MySQL, PostgreSQL, MongoDB, etc.) and cloud hosting (AWS, Google Cloud, etc.).
- Strong problem-solving abilities, clean coding practices, and an understanding of data privacy and security best practices.
- Good verbal and written communication skills in English and Khmer.
