MERL Specialist
We are seeking a MERL Specialist to support evidence-based climate resilience programming and drive quality MERL systems and learning outcomes.

The opportunity
The Australia Cambodia Partnership for Climate Resilience (ACP4Climate) is the Australian Government’s flagship climate investment in Cambodia, supporting climate-resilient water management and strengthened community resilience.
As the MERL Specialist, you will support the implementation of the program’s monitoring, evaluation, research and learning framework and systems to generate high-quality evidence and enable adaptive, evidence-based decision making. You will work closely with program teams, partners and government stakeholders to ensure timely and accurate data collection, analysis and reporting across a dynamic and impactful climate resilience program
- Support implementation of the program’s MERL frameworks, MEL Plan and performance monitoring systems, including data collection, verification, analysis and reporting aligned with DFAT requirements
- Conduct field monitoring, grant verification and stakeholder engagement to assess implementation progress, validate results and capture lessons learned.
- Maintain the Management Information System (MIS), ensuring high-quality data, accurate records, dashboards and reporting tools.
- Support research, evaluations, learning activities and adaptive management by generating evidence, facilitating reflection and documenting knowledge products.
- Provide technical support and capacity strengthening to program teams, partners and grantees on MERL systems, tools and reporting requirements.
- Promote GEDSI integration, support knowledge management and communications through evidence generation, and undertake other MERL responsibilities as required.

- English - Fluent
- Bachelor's Degree in Monitoring and evaluation, development, social sciences or related field
- MERL, data management or research roles (ideally within donor-funded programs) for 5 years as a minimum
- Demonstrated experience in field monitoring, data collection, verification, digital data management systems and results-based management approaches.
- Desirable experience in climate change adaptation, water governance, grants management, research and learning, data systems, GEDSI, and working with government and development partners.
- Good in English for both speaking and writing
- Strong analytical, organisational, communication and stakeholder engagement skills with proficiency in Khmer and good working English.
- Detail-oriented, proactive and collaborative, with a commitment to data quality, continuous learning, inclusion and ethical development practices.
- Willingness to travel to program implementation areas
