Monitoring, Evaluation, and Research Officer (1 Position)
As the MER Officer, you’ll support both program and organizational-level learning. You will work under the guidance of our Monitoring, Evaluation, and Research Specialist and collaborate closely with our program teams.

- Working Hours: Flexible working hours, typically 9am – 6pm or 11am – 8pm (with a lunch break).
- Location: Impact Hub Phnom Penh Office, with flexible remote working when necessary.
- Travel: Occasional traveling to provinces for data collection may be required (<10% of time).
- Contract Type: 1 year, fixed-duration contract*

- Supervisee: This position does not currently supervise anyone

- Program Monitoring, Evaluation, and Learning (65%)
- Lead the M&E activities for selected small-scale programs in collaboration with Project Managers, including designing impact logic and M&E framework, conducting data collection, tracking progress, analyzing data, and ensuring quality reporting. Actively incorporate learning from the M&E data to inform program improvements and document insights for future reference. Follow up with participants after programs when relevant to capture progress stories and key learnings.
- Support the Monitoring, Evaluation, and Research Specialist in the M&E activities for selected programs, such as conducting field visits, surveys, and in-depth data analysis. Extract lessons learned and support the team in integrating these findings to enhance program impact.
- Create and update dashboards on Google Sheets, Airtable, or any other tool to visualize program performance data for easy tracking and reporting.
- Support in organizing and documenting reflection sessions with teams or partners to ensure that insights from M&E activities are integrated into program design and implementation for continuous improvement.
- Development of knowledge-sharing and storytelling materials, such as reports, case studies, and impact stories, to highlight key learnings and successes from the programs and position Impact Hub as a pioneer in relevant ecosystems. Continuously develop and refine personal storytelling skills and thought leadership capabilities to inspire others and foster engagement and collaboration externally and internally.
- Database Management and Knowledge Sharing (25%)
- Maintain and update program data records to ensure all program and participant data are accurately recorded and kept up to date in the database. Support data cleaning and validation to ensure data quality. Ensure all data aligns with internal and network reporting requirements. Coordinate with other PMs to optimize the data collection process and storage, and have updated data about key stakeholders.
- Standardize and organize data from surveys, interviews, and observations to ensure consistency and accessibility.
- Assist with the collection, cleaning, and reporting of Impact Hub’s impact data in accordance with network requirements twice a year.
- Support the development of the Annual Impact report, including preparing data and writing parts of the report. Provide inputs on strategies to amplify the impact.
- Ad-hoc Research Support and Learning (10%)
- Assist in research and learning initiatives (e.g. surveys, case studies, light impact assessments) that are relevant to our mission, focusing on topics such as social entrepreneurship or youth leadership.
- Identify and participate in opportunities to expand M&E and research skillset. When needed, host various trainings in Impact measurement for our changemakers, making them reflect on their business/project's positive and negative impact.

- Education:
- Bachelor’s degree in a relevant field such as Social Sciences, Development Studies, Business Administration, Economics, or a related discipline.
- Alternatively, 2-3 years of relevant and/or transferable experience may be considered in lieu of a degree.
- A background/coursework in Monitoring, Evaluation, and Research (MER) or data management would be an advantage.
- Experience:
- 1-2 years of professional experience in Monitoring and Evaluation, data management, or program support. Prior experience in development or social enterprises is an advantage.
- Required Skills:
- Must have:
- M&E Frameworks: Basic understanding of how to design and implement M&E frameworks and how they connect to program objectives.
- Data Management: Proficiency in Google Sheets/Excel for tracking and organizing program data.
- Data Analysis: Experience with data cleaning, validation, and basic data analysis.
- Reporting: Strong writing skills for reports, case studies, and impact stories that communicate program outcomes effectively.
- Analytical thinking, strong attention to detail, organizational skills, and a learning mindset.
- Nice to have:
- Familiarity with Airtable.
- Familiarity with basic research methodologies (e.g., surveys, case studies, assessments).
- Familiarity with the context of social entrepreneurship and youth leadership.
- Languages:
- Proficiency in both Khmer and English, with strong communication skills for reporting, writing, and collaboration.
