Monitoring, Evaluation and Reporting Officer (1 Position)
Report to : Executive Director
Duration : 7-month contract with possibility of extension

The MER officer will lead the implementation of ICS-SP’s Positive Parenting project, while ensuring effective monitoring, evaluation, and reporting systems are in place to measure impact, inform decision-making, and meet donor requirements.
- Project Coordination
- Lead the planning, implementation, and day-to-day management of Positive Parenting projects.
- Develop, manage, and monitor project work plans, budgets, and timelines.
- Coordinate with trainers, field staff, and partners to ensure smooth delivery of activities.
- Organize and facilitate training sessions, workshops, and community events.
- Ensure compliance with donor guidelines and ICS-SP policies.
- Maintain regular communication with donors and stakeholders.
- Prepare and submit internal and external progress reports and updates
- Review supporting documentation related to training sessions that are shared by trainer/facilitators.
- Prepare cash advance and settlement based on approved budget work plan
- Support management team in communicating and building relationships with relevant ministries
- Monitoring and Evaluation (M&E)
- Develop and implement the project’s Monitoring and Evaluation Framework to track key performance indicators (KPIs) and ensure alignment with program goals.
- Design data collection tools (e.g., surveys, interviews, focus group discussions) to measure behavioral change, community engagement, and other program impacts.
- Conduct regular site visits to monitor project activities, collect data, and verify reported outcomes.
- Collaborate with the Project Coordinator and Trainer to ensure timely data collection from trained facilitators and participating caregivers.
- Lead the baseline and endline assessments, working closely with community stakeholders and facilitators to gather quantitative and qualitative data.
- Analyze collected data and generate actionable insights to improve program design and execution.
- Ensure that all M&E activities align with ICS-SP’s Programme Toolkits and donor’s reporting requirements.
- Data Management and Reporting
- Oversee the data management system, ensuring that all project-related data is accurately recorded, stored, and maintained securely.
- Train facilitators and other staff on data collection methods and tools to ensure consistency and accuracy in reporting.
- Produce comprehensive monthly, quarterly, and annual reports, detailing program progress, challenges, and achievements.
- Document Human Interest Stories (HIS), good practices, and lessons learned to demonstrate the program’s impact on families and communities.
- Prepare and present evaluation reports and project performance summaries for internal and external stakeholders, including donor and local authorities.
- Contribute to advocacy efforts by providing data-driven evidence of the program’s effectiveness in reducing violence against children.
- Learning and Knowledge Sharing
- Facilitate reflection sessions with the project team and partners to review data and identify areas for improvement.
- Develop and manage a knowledge-sharing platform to enable continuous learning among staff, facilitators, and stakeholders.
- Lead debriefing sessions at the end of the project to capture insights from facilitators, caregivers, and local authorities.
- Collaborate with other NGOs and stakeholders to exchange best practices and innovative approaches in M&E and program implementation.
- Collaborate with the Project Coordinator and Trainer to create content or materials for promote the Positive Parenting and other ICS-SP’s programmes on online and offline.
- Qualifications
- Bachelor’s degree in Social Work, ICT, or a related field is strongly encouraged.
- Relevant M&E certifications and trainings (e.g., data management, NGO learning) are highly desirable.
- Minimum of 2 years’ experience in monitoring, evaluation, and reporting for development projects (experience with child protection or social behavior change programs is an asset).
- Proficiency in data management tools (e.g., Excel, SPSS, Kobo, or similar software) and experience with digital data collection platforms.
- Understanding of M&E frameworks and tools used in the NGO sector, particularly those related to child protection and community-based interventions.
- Strong analytical skills, with the ability to interpret complex data and present clear, actionable insights.
- Excellent communication skills in both Khmer and English, with the ability to produce high-quality reports for diverse audiences.
- Experience in training and mentoring staff on data collection and reporting is an advantage.

Trainer (1 Position)
Based in : Krolangh district, Siem Reap province
Report to : Project Coordinator

The Trainer will oversee the implementation of the Positive Parenting training programme in Siem Reap, and Banteay Meanchey provinces. The role involves in leading the capacity-building component of the Positive Parenting Programme by training, mentoring, and supervising community-based facilitators. This role ensures high-quality delivery of MoWA’s-led Positive Parenting Toolkit across targeted communities and supports contextual adaptation, continuous improvement, and technical excellence.
- Training & Capacity Building
- Leadand facilitate the Training of Trainers (ToT) and Training of Facilitators (ToF) for selected community facilitators, government officials and NGOs-like-minded, both national and sub-national level.
- Ensure the trained trainers and facilitators are equipped with the knowledge, skills, and confidence to deliver the sessions of positive parenting curriculum effectively.
- Provide ongoing coaching, mentoring, and technical support to trainers and facilitators throughout the implementation period.
- Support the development of follow-up visits and counseling sessions to reinforce parenting techniques and address challenges.
- Facilitate peer-to-peer learning and encourage knowledge sharing among trained facilitators.
- Project Coordination
- Oversee and coordinate all training activities related to the Positive Parenting Programme in Siem Reap, and Banteay Meanchey.
- Serve as the primary contact between ICS-SP, local authorities, and other relevant project stakeholders in the respective provinces.
- Develop and manage work plans, ensuring timely and efficient delivery of project activities.
- Coordinate and participate in regular meetings with provincial and district authorities, donor, and other partners.
- Ensure integration of parenting support into local Child Protection Services and other community-based interventions.
- Prepare and submit monthly, quarterly, and annual progress reports to the Project Coordinatior.
- Quality Assurance & Technical Support
- Monitor the delivery of parenting sessions to ensure fidelity to Positive Parenting Toolkit and alignment with project goals.
- Conduct regular field visits to observe sessions, provide feedback, and troubleshoot challenges.
- Support trainers and facilitators in adapting training content to local contexts and participant needs while maintaining core principles.
- Curriculum & Materials
- Refine and contextualize training materials based on feedback and field observations.
- Design, update and tailor training curriculum, guidebooks, and materials to meet target audiences.
- Create contents on positive parenting to promote awareness through ICS-SP’s social media platforms
- Ensuring training content is inclusive, culturally sensitive, and responsive to the needs of diverse parent groups (e.g., fathers, couples, peer educators).
- Documentation & Reporting
- Involve in designing, arranging, and conducting surveys including KAPB, Rapid Assessment, Pre and Post test for positive parenting programmes.
- Document training activities, trainer/facilitator performance, and participant engagement.
- Contribute to reporting on capacity-building outcomes, challenges, and lessons learned.
- Support the Project Coordinator and MER Officer in collecting qualitative data and human-interest stories related to training impact.
- Document success stories, challenges, and lessons learned during the implementation for reporting and advocacy purposes.
- Participate in impact evaluations, ensuring that data is analyzed and used for project improvement and advocacy efforts.
- Collaboration and Advocacy
- Liaise with local authorities (e.g., commune/Sangkat councils) to build awareness of the benefits of positive parenting and advocate for resource allocation to sustain the programme.
- Promote collaboration between stakeholders at provincial, and local levels, ensuring the positive parenting programme is integrated into CIP (commune investment plan) for long-term sustainability of positive parenting implementation.
- Provide technical support for target communes in developing plan and budget for positive parenting implementation.
- Participate in workshops and commune meetings to share best practices, program outcomes, lessons learned, and mobilize commune resources for positive parenting implementation.
- Bachelor’s degree in social work, education, psychology, community development, or a related field.
- Minimum of 3 years’ experience in training, facilitation, or capacity building, preferably in child protection or parenting programmes.
- Proven experience in mentoring and supervising trainers or facilitators.
- Strong understanding of adult learning principles and participatory training methodologies.
- Excellent communication, coaching, and interpersonal skills.
- Ability to travel to project sites and work closely with community stakeholders.
- Proven experience in designing and delivering training, particularly to community-based facilitators.
- Knowledge of Cambodian child protection policies and frameworks, including MoWA’s Positive Parenting strategy, is highly desirable.
- Strong understanding of social norms, behavior change interventions, and strategies to reduce violence against children and families.
- Excellent organizational skills, with the ability to manage multiple tasks and meet deadlines.
- Fluency in Khmer and strong English communication skills, both written and spoken.
- Problem-solving: Strong analytical skills to identify challenges and implement effective solutions.
- Cultural sensitivity: Awareness and understanding of Cambodian social norms and challenges faced by vulnerable families.
