The MEL Officer supports project teams by monitoring field activities, coordinating data collection, and assisting with reporting at the country level. This role ensures accurate and timely data from the field, helps train enumerators and project staff on digital tools like the KT App (EWS-KT’s Monitoring app), and contributes to quality project reports that support decision-making and accountability.
Duties & Responsibilities:
- Monitor implementation of project activities, training programs, and field activities and report progress to the Cambodia KT Manager and the MEL Manager.
- Train project teams on the use of the KT App and train field enumerators on digital data collection tools.
- Assist with the preparation and testing of questionnaires for baseline, endline, and other field surveys.
- Provide field-level supervision and spot checks during data collection to ensure data quality.
- Consolidate and review KT App data and monitoring data submitted by field teams and enumerators.
- Develop reports for impact studies and for baseline, midline, and endline surveys to assess progress and inform mid-course corrections.
- Synthesize findings into accessible learning products such as briefs, case studies, and program summaries.
- Periodically prepare clear, well-structured project monitoring and progress reports.
- Document good practices, impactful farmer stories, lessons learned, and field challenges for use in internal reviews.
- Maintain organized records of monitoring tools, checklists, and field reports.
- Support basic data entry and cleaning and follow-up with field teams on incomplete or inconsistent records.
- Coordinate with the KT Manager and MEL Manager to support timely reporting to donors and partners.
- Participate in field visits and joint review meetings to strengthen data quality and project accountability.
- Uphold confidentiality, data protection, and high ethical standards in all monitoring and reporting work.
- Document lessons learned and support the MEL team with good project management practices.

Expected Profile of Candidates
Languages:
- English - Good is required
Qualifications:
- Bachelor's Degree in agriculture, rural development, social sciences, or a related field
Work History:
- Project monitoring, field coordination, or data collection roles for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Experience training staff or enumerators on mobile data collection tools (e.g., KoboToolbox, ODK).
- Ability to prepare clear, concise monitoring and project progress reports.
- Familiarity with Excel, Google Suite, and mobile data tools.
- Strong communication skills in English and the local language(s).
