Reporting to the Monitoring, Evaluation and Learning (MEL) Manager, the MEL Officer plays a key role in supporting the implementation of MI's institutional MEL Framework. The position contributes to systematic tracking and measurement of MI's project and program results and supports evidence-based decision-making across departments. The MEL Officer works collaboratively with departmental MEL focal points and project teams to ensure quality data collection, analysis, and learning that strengthen MI's institutional MEL capacity and project performance
Key Deliverables
- MEL Framework Implementation: Functional and user-friendly MEL tools (Indicator Reference Sheets, Performance Indicator Tracking Tables) aligned with MI's Strategic Plan and Results Framework
- Data Management: Accurate, complete, and timely data in MI's digital MEL database and reporting platform
- Quality Reporting: Periodic performance reports, data visualizations, and summary briefs for management and donors
- Learning Products: Documentation of lessons learned, case studies, and evidence- based insights from reflection sessions and evaluations
- Capacity Support: Enhanced MEL capacity of departmental focal points and project teams through ongoing technical support and coordination
- Data Quality Assurance: Regular Data Quality Assessments (DQAs) ensuring accuracy and reliability of MI's results data
- MEL System Design and Implementation
- Support the Manager/Consultant to the design, refinement, and rollout of MI's institutional MEL Framework and results chain under the Strategic Plan
- Support the development and maintenance of Indicator Reference Sheets (IRS), Performance Indicator Tracking Tables (PITT), and other MEL tools
- Ensure alignment of project-level indicators with MI's institutional Results Framework and relevant GMS frameworks
- Support the integration of innovative MEL approaches including digital data collection, real-time dashboards, and adaptive management tools
- Data Management and Analysis
- Maintain and update MI's digital MEL database and reporting platform
- Collect, verify, and analyze quantitative and qualitative data from departments and projects
- Conduct Data Quality Assessments (DQAs) and ensure data accuracy, completeness, and timeliness
- Co-manage survey tools and online data collection forms
- Apply appropriate data analysis techniques to generate actionable insights
- Conduct regular field visits to project sites to verify data and identify gaps in reporting quality as required by supervisor.
- Reporting and Learning
- Support the preparation of MI periodic performance reports and donor reports as requested
- Produce data visualizations, summary briefs, infographics, and learning insights to inform management decisions
- Co-facilitate reflection and learning sessions to synthesize lessons across MI's programs
- Support evaluations, outcome harvesting, and case study documentation
- Capacity Development, Coordination and Administration
- Collaborate with departmental MEL focal points to apply standard MEL tools and reporting formats
- Provide on-the-job technical support to project teams for data entry, validation, and analysis
- Facilitate capacity development activities for MI staff and partners to strengthen MEL practice
- Coordinate cross-departmental reporting schedules and ensure data quality and timeliness
- Support the Communications and Knowledge Management teams in generating data- driven stories and outreach products
- Support administrative tasks related to MEL Unit operations including finance and budgeting
- Any other reasonable task requested by management
- English - Fluent
- Bachelor's Degree in Social Sciences, Statistics, Economics, Development Studies, or a closely related field
- At least of work experience in Monitoring, Evaluation and Learning, or demonstrated exposure to MEL concepts through internship, coursework, or research projects for 2 years
- Foundational understanding of monitoring, evaluation, and learning (MEL) principles, tools, and frameworks
- Proficiency in Microsoft Excel and familiarity with other data management or visualization tools (e.g., Power BI, Tableau, Google Data Studio)
- Thorough understanding of technical concepts related to project management, especially the logical framework and results-based management
- Practical experience with data collection, entry, and basic analysis processes
- Proven ability in data analysis and report writing
- Fluency in English, both written and spoken
- Ability to speak any of the GMS national languages.
- Strong organizational and communication skills, with attention to accuracy and detail
- Good negotiation and interpersonal skills
- Proven ability to work in a team and coordinate with others
