We are currently seeking a qualified candidate for the position of: Monitoring, Evaluation and Learning Officer (MEL Officer)for the USAID Civil Society Support (CSS) Activity. The CSS Activity is a three-year and ten months, $8.5 million USAID-funded project implemented by FHI 360 and its partner, the International Center for Not-for-Profit Law (ICNL). CSS will strengthen civil society through support for increased coordination and collective action, an improved enabling environment, and innovative approaches to advocacy. The overall goal of the project is a civil society that is more able to protect civic space, to strengthen democratic reforms, and to promote and protect human rights.

The MEL officer will work under the supervision of the Chief of Party or successfully designated in updating and implementing of a comprehensive monitoring and evaluation plan by refining MEL indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to annual work plans or data collection techniques as needed. The officer will train project staff, partners and grantees on M&E reporting requirements and program learning strategies. S/he also documents and compiles the Project outcome/impact, lessons learned, and success stories collected from partners, grantees, and CSS team. The Officer will work closely with all project staff, partners, and grantees to ensure the MEL requirements are fulfilled in a timely and quality manner with required quality checks, following the Project MEL plan, guidelines, and procedures.

Duties
  • Under the overall guidance of the Chief of Party, the MEL Officer needs to perform the following duties:
  • Conduct data collection and verification and contribute to project performance and data reports as required, and support partners and grantees to collect and verify data.
  • Assist in overseeing the application of Collaborating, Learning, and Adapting (CLA) principles to inform program implementation and management.
  • Assist in refining the design of the program MEL system as needed, clearly identifying the users and the utility of the data/information.
  • Assist in refining MEL indicators and adapt MEL tools to meet program needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments.
  • Work closely with partners, grantees, and project team in consultation with MEL Specialist to ensure accurate information flow including guidance/support on grantee data collection, measurement, and reporting.
  • Assist in managing and safeguarding data collected, training program staff, supervising MEL activities of the CSS and grantees and producing data management manual.
  • Document and compile the project outcome/impact, lessons learned, and success stories collected from partners, grantees, and CSS team.
  • Assist in conducting the field monitoring assessments and internal Data Quality Assessments (DQAs);
  • Assist in liaising with the USAID Mission on the design of MEL tools and on modifications to MEL system.
  • Assist in analyzing all data collected and supporting program management on needed program revisions.
  • Contribute to written performance reports for funder and other program deliverables.
  • Organize annual learning events.
  • Assist in planning and conducting field visit.
  • Carry out other responsibilities as assigned.
Requirements
  • QUALIFICATION:
  • Bachelor's degree or its international equivalent in social science, management, international development, monitoring and evaluation, or a related field.
  • Minimum of five (5) years of related work experience of related work experiences managing and/or implementing research, monitoring, evaluation, and/or learning activities for development activities, preferably in democracy, governance, and civil society areas.
  • Experience using Kobo Toolbox for ongoing monitoring and evaluation.
  • Demonstrated abilities in qualitative and quantitative MEL methodologies appropriate to complex change processes and capacity development, and in knowledge management and organizational learning.
  • Proven interpersonal and communication skills and the ability to work as part of multicultural teams.
  • Experience writing and compiling the project impact, lessons learned, and success stories.
  • Must be a self-starter, with high degree of responsibility with minimal direct supervision.
  • Experienced with USAID-funded projects.
