Scope: The MEL Manager is a global leadership role responsible for driving EWS-KT’s monitoring, evaluation, and learning strategy across countries. This role requires a leader who can credibly measure impact, generate evidence, and influence program design and strategy. The MEL Manager will embed a culture of data-driven decision-making and ensure that MEL systems produce actionable insights at scale. The role functionally manages a team of 10 MEL Officers across multiple countries and works closely with the Data Specialist, Knowledge Transfer Managers, and program teams to strengthen implementation quality and impact.
Travel: 50% travel to KT locations. International travel required
Reporting: Global Head–Impact
- Global MEL Leadership & Impact Measurement
- Lead and drive MEL strategy across all countries, positioning MEL as a core strategic function
- Design and strengthen robust impact measurement frameworks to assess changes in farmer productivity, incomes, adoption of practices, and market outcomes
- Ensure all MEL systems generate credible, evidence-based insights on how interventions address systemic constraints such as low productivity, market access, and input availability
- Align MEL practices with international standards (e.g., OECD-DAC) and ensure consistency across countries
- Team Leadership & Management
- Lead, manage, and mentor a team of ~10 MEL Officers across countries
- Set clear goals, ensure accountability, and build a high-performing and collaborative team
- Strengthen the MEL staff’s technical and managerial capacity
- Cross-functional Collaboration
- Work closely with Knowledge Transfer Managers across countries to integrate MEL into program design and implementation
- Influence program teams to use data for adaptive management and continuous improvement
- Ensure strong coordination between the MEL, data, and program teams
- MEL Systems & Data Quality
- Develop and standardize MEL frameworks, indicators, and monitoring plans across countries
- Strengthen digital monitoring systems (including KT App) to track trainings, outreach, and farmer-level changes
- Establish and enforce rigorous data quality assurance systems, including routine audits and verification processes
- Program Design & Impact Evaluation
- Lead MEL inputs into proposal development, including logframes and theory of change
- Design and oversee impact evaluations and studies to quantify changes in yields, incomes, adoption of practices, and system-level outcomes
- Ensure integration of gender and youth inclusion in all measurement frameworks and analyses
- Learning, Insights & Reporting
- Analyze and synthesize quantitative and qualitative data to generate actionable insights
- Lead program reviews, evaluations, and impact assessments across countries
- Translate data into clear recommendations to improve program effectiveness and scale
- Document and disseminate lessons learned, best practices, and evidence of impact
- Stakeholder Engagement & Communication
- Support communication of program impact to donors, partners, and global stakeholders
- Provide strategic inputs for organizational reporting and external visibility
- Strengthen evidence-based decision-making at all levels of the organization

- English - Fluent
- Master's Degree in Social sciences, statistics, development studies, climate change, agriculture, or related field
- 6–8 years of experience in MEL, research, or impact evaluation
- Proven experience managing teams across multiple countries
- Strong experience in agriculture, rural development, or livelihoods programs
- Demonstrated experience in designing and implementing impact measurement frameworks
- Experience in gender and youth inclusion is an advantage
- Strong grounding in quantitative and qualitative research methods
- Experience with data systems, dashboards, and analytical tools
- Fluent in English (written and spoken)
- Strong leadership and people management skills
- Ability to influence across functions and geographies
- Excellent analytical and problem-solving abilities
- Strong communication, presentation, and storytelling with data
- Ability to translate evidence into strategy and action
- Willingness to travel internationally
