Monitoring, Evaluation and Learning Manager
FHI 360 is currently recruiting for the position of Monitoring, Evaluation, and Learning Manager (MEL Manager), for an anticipated USAID-funded youth leadership activity in Cambodia that is expected to begin implementation in June 2023. The project will focus on enhancing the capacity and leadership of youth, especially those from marginalized groups such as indigenous populations and LGBTQI+, to engage in the political process, to address local development issues, and to increase civic participation.
Position Description:
The MEL Manager will provide technical leadership to capture program intervention results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop and implement a learning agenda to inform policy makers and other stakeholders of the lessons learned. This individual shall be responsible for the knowledge management aspect of the project, collecting and aggregating methods, lessons, and results from across the partner organizations. The MEL Manager will provide technical guidance by designing and developing MEL systems and procedures for funded programs. This includes establishing key components of an MEL system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program.
- Lead development and dissemination of evidence-based tools, materials, reports, papers, and interventions within the project.
- Oversee and directly contribute to the development and implementation of MEL tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
- Develop and support the design and implementation of end of project evaluations, surveys and other components of the program MEL system.
- Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
- Provide training to staff, primary stakeholders, and implementing partners on MEL components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
- Design program learning plan and organize trainings in MEL and program learning goals, objectives, and findings to consortium partners and stakeholders.
- Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
- Provide ongoing oversight and technical assistance to national partners in designing and implementing evaluation activities for capacity building.
- Provide quality and timely submission of all required project reports.
- Perform other duties as assigned.
- Degree (post-graduate or higher) in relevant subject with strong grounding in quantitative and qualitative research methods;
- Knowledge of statistical methods required;
- Experience in utilizing gender and social inclusion indicators and measurement tools
- Knowledge of USAID reporting requirements and best practices
- At least - 10 years working experience (although more is preferred) including:
- Five (5) years prior experience leading monitoring and evaluation research teams in large international programs; and
- Five (5) years prior experience conducting quantitative and qualitative research in field-based positions.
- Fluency in Khmer and English required.
Youth Engagement Advisor

The project will focus on enhancing the capacity and leadership of youth, especially those from marginalized groups such as indigenous populations and LGBTQI+, to engage in the political process, to address local development issues, and to increase civic participation.
Position Description:
The Youth Engagement Advisor will support the design and implementation of evidence-based youth friendly approaches across all project activities. S/eh will be responding for ensuring that project activities are in line with the principles of positive youth development and USAID’s updated Youth in Development policy. The Youth Engagement Advisor will develop and sustain relationships with key youth stakeholders and provide capacity building and other technical assistance.
- Work with team to identify local, regional, and national opportunities for youth leadership skills development
- Build partnerships with diverse stakeholders to strengthen the youth ecosystem for skills development, community engagement, and civic participation
- Identify, develop, and/or adapt technical resources for youth organizations including training and curriculum
- Design and pilot innovative youth program activities that allow youth to develop and use their leadership skills and interact with and advocate for the rights of youth and marginalized communities
- Work with the team to develop and implement programming activities that support marginalized communities to gain access to skills and resources that prepare youth for work and to become active citizens.

Chief of Party
FHI 360 is currently recruiting for the position of Chief of Party, for an anticipated USAID-funded youth leadership activity in Cambodia that is expected to begin implementation in June 2023. The project will focus on enhancing the capacity and leadership of youth, especially those from marginalized groups such as indigenous populations and LGBTQI+, to engage in the political process, to address local development issues, and to increase civic participation.
Position Description:
The COP will be responsible for providing overall vision, leadership and guidance for the project. The COP will service as the project’s main point of contact for partners, youth grant recipients, USAID/Cambodia, and other civil society stakeholders. The COP will be responsible for overall project management and technical operations and ensure that project tasks are completed on time and the project objectives are successfully met. FHI 360 anticipates that the Chief of Party will be based in Phnom Penh but with project-funded travel to other parts of Cambodia. This position is contingent on project funding.
The ideal candidate will have experience working with youth and youth-led and youth-serving organizations and with diverse youth populations. The COP will have experience managing diverse partners and building and nurturing sustainable networks. The candidate should have experience working in Cambodia or a similar context and be familiar with positive youth development approaches that support skill building and community participation.
- Lead the project team and serve as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the agreement.
- Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget.
- Manage and supervise the work of all experts/personnel provided under the agreement.
- Serve as the primary point of contact for information on the progress and current status of all project activities.
- Establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
- Establish procedures for grants to ensure compliance with USG rules and regulations, as well as FHI 360’s policies.
- Managing the preparation and presentation of work plans, M&E plans, and all reports.
- At least 10 years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID and those conducted in Indonesia.
- Experience working in Cambodia or similar contexts on donor-funded projects related to youth participation, civic engagement, and youth skill building
- Demonstrated experience working with diverse populations and mainstreaming gender and social inclusion in programming.
- Master’s degree in public administration, public policy, political science or a related degree.
- Demonstrated interpersonal skills, creative problem solving, and ability to mentor staff required.
- Ability to manage USAID agreements, especially those with significant grant components, and all required reporting requirements.
- Experience in grant-making and grants under contracts.
- Fluency in English required.
