Announcement Description

The advancing Access and Benefit Sharing (A-ABS) Project and its interventions are purpose-built and closely focus on addressing legal, institutional, and stakeholder capacity gaps related to Access and Benefit Sharing (ABS). The key expected results include strengthened national ABS governance, capacity development for stakeholders, demonstration projects for ABS implementation, and knowledge management.

To strengthen national ABS governance, the project will develop and implement ABS legal and regulatory frameworks at national and sub-national levels, aligned with the Nagoya Protocol, including policy guidelines, permit systems, and compliance monitoring. By doing these, the project expects a fully operational ABS framework at national and sub-national levels, ensuring compliance and improved resource management. It is believed that the clear, streamlined, and tightly integrated legal and policy frameworks will enhance coordination among stakeholders and improve equitable access to and sharing of benefits derived from genetic resources.

The project will conduct targeted training programs to develop local capacity for government officials, the private sector actors, and indigenous people and local communities (IPLCs) on ABS negotiations, monitoring, and sustainable use of genetic resources. The improved knowledge and skill set among stakeholders are expected to increase compliance and foster more equitable and sustainable ABS partnerships.

To develop demonstration projects, the project will pilot project interventions in biodiversity-rich areas, specifically in Ratanakiri and Mondulkiri provinces. These interventions will serve as a practical application of ABS agreements, testing benefit-sharing models, and a conservation-oriented approach, demonstrating the viability of ABS agreements and supporting their adoption at the national level. The demonstration projects are expected to create replicable models that promote biodiversity while providing monetary and non-monetary benefits to IPLCs.

Position Summary

The position is for National

Reports to: Project Manager and Project Coordinator

Contract Type: Contract staff/Ful-time

Classified Level: L-7/8

Duration: One year with possibility of renewal

Location: Based in Phnom Penh with travel to project sites (e.g., Ratanakiri, Mondulkiri) as required

The Monitoring & Evaluation and Communication Officer (MECO) will work under the direct supervision of the Project Coordinator with guidance from the National Project Director (NPD), the Project Manager (PM) Project Technical Advisor and work closely with Project Management Unit (PMU) team members and project stakeholders. The MECO will perform the following key functions:

Duties & Responsibilities:
  • Monitoring, Evaluation and Learning
  • Revise and develop inclusive M&E and Communication frameworks and plans (including a stakeholder engagement plan) for the A-ABS Project, ensuring they meet the requirements of the Government of Cambodia, UNDP Country Office, and GEF.
  • Develop relevant data collection tools and keep them available throughout the project period.
  • Develop a data management system (preferably online), giving access to Project Management Unit (PMU) members.
  • Visit the project sites as and when required to monitor project's progress on the ground, collect M&E data and case studies from the field, and validate progress reports with field findings/cases.
  • Conduct periodic appraisal of the Project's Theory of Change and Results Framework with reference to actual and potential project progress and results.
  • Conduct Project's risk analysis, present them to the PMU, and include them in the project's progress reports.
  • Prepare quarterly progress dashboards, reports, and annual reports for the Program Coordinator and Project Manager.
  • Facilitate annual reviews of the project and produce analysis reports from these reviews.
  • Facilitate M&E training/sessions for project stakeholders and partners as required.
  • Design surveys and assessments for project's M&E and support project consultants in finalizing their survey and assessment tools.
  • Contribute to writing the Project Implementation Report (PIR).
  • Support project site M&E and learning missions.
  • Contribute to the final evaluation (Terminal Evaluation) of the project.
  • Perform all other financial duties, upon request
  • Documentation, Communication and Dissemination
  • Develop communication and knowledge management plan for the A-ABS project with a strong focus on evidence-based documentation and knowledge sharing, including outreach strategies supporting scaling up across sub-national, national, regional, and global levels.
  • Document project learning, best practices, case studies, and develop communication materials to promote the visibility of project results.
  • Participate in the A-ABS community of practice (CoP) and contribute to the global knowledge base from project experiences.
  • Organize multiple innovative events and develop online and printed media to raise awareness among communities, government staff, and other stakeholders on ABS and genetic resources.
  • Design and produce communication and awareness-raising materials (brochures, briefs, factsheets, manuals, video documentaries, etc.) for use in mass media and at public events.
  • Ensure the project's visibility requirements are met, including proper acknowledgment of GEF and UNDP on all communication products.
  • Knowledge Management
  • Ensure that lessons learned and best practices from project activities are systematically captured, documented, and shared with relevant stakeholders.
  • Maintain a repository of knowledge products, including policy briefs, case studies, and training manuals, making them accessible to stakeholders.
  • Facilitate knowledge exchange and networking at regional and global levels through participation in relevant forums and platforms.
Expected Profile of Candidates

Qualifications:
  • Bachelor's Degree in relevant fields such as Environmental Science, Social Science, Natural Resources Management, Mass Communication, Development Studies, or a related field.
  • Master's Degree in a relevant field is preferred
Work History:
  • M&E and Communication experience in natural resources management projects (worked as M&E and Communication Assistant/Officer) for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experiences in developing M&E and Communication frameworks and tools for environmental projects and programs.
  • Demonstrated ability to manage qualitative and quantitative data, interpretation of them, and dissemination in the context of forestry and biodiversity, natural resources management, and climate change. 
  • Ability to collect learning, document them, and disseminate them through social media and other public forums.
  • Sound understanding of product layout and graphic design for the knowledge products.
  • Skills to document and edit audio-visual products and finalize them.
  • Capable to communicate effectively and engage with a wide range of stakeholders, including government officials, the private sector, and civil society organizations as well as local communities. 
  • Evidence of developing training curricula and training stakeholders on M&E and Communication tools and processes.
  • Experience working in development partner funded nature conservation or natural resource management projects.
  • Progressive work experience in Cambodia with the knowledge of national environmental and social regulations.

Finance and Admin Assistant

The Finance and Admin Assistant (FAA) will work under the direct supervision of supervision of the Finance and Admin Officer (FAO) and the Project Manager. FAA will be performing the following key functions:

Duties & Responsibilities:
  • Financial Support:
  • Payment Processing: Assist in preparing payment requests, vouchers, and supporting documentation for all project expenditures, ensuring accuracy and completeness before submission for approval.
  • Petty Cash Management: Support the management of petty cash funds, including disbursements, reconciliations, and replenishments in accordance with established procedures.
  • Expenditure Tracking: Maintain and update financial tracking tools (e.g., spreadsheets) to monitor project expenditures against budgets and alert the Finance and Admin Officer of any discrepancies or potential overruns.
  • Documentation & Filing: Ensure all financial documents (invoices, receipts, contracts, bank statements) are properly coded, filed, and archived in both hard copy and electronic formats, in compliance with audit requirements.
  • Travel Claims: Review and process travel advance requests and expense reports for project staff and consultants, ensuring compliance with travel policies and supporting documentation.
  • Procurement Support: Assist in the procurement process, including preparing purchase orders, collecting quotations, and following up on deliveries, in line with the organization's procurement rules.
  • Budget Assistance: Support the Finance and Admin Officer in preparing budget revisions, quarterly financial reports, and annual work plans by compiling necessary financial data.
  • Audit Preparation: Assist in preparing documentation and schedules for annual audits, physical inventory checks, and project evaluations.
  • Compliance: Ensure all financial activities are carried out in accordance with the organization's Operations Manual and donor requirements.

  • Administrative support:
  • Office Management: Provide general administrative support, including office maintenance, security coordination, and ensuring office supplies (stationery, equipment) are adequately stocked and maintained.
  • Meeting & Workshop Logistics: Assist in organizing meetings, workshops, training sessions, and seminars. This includes preparing materials, arranging venues, coordinating catering, managing participant lists, and preparing attendance sheets.
  • Travel Arrangements: Arrange travel logistics for project staff and visitors, including flight bookings, hotel reservations, visa applications, and ground transportation, ensuring cost-effectiveness.
  • Correspondence & Filing: Draft routine administrative correspondence and maintain an organized filing system for all project documents, including administrative instructions, meeting minutes, and contracts.
  • Scheduling & Coordination: Assist in scheduling meetings and coordinating appointments with project stakeholders, including government agencies, NGOs, and community representatives.
  • Asset Management: Support the management of project assets by maintaining an updated asset register and assisting with annual physical inventory counts.
  • Records Management: Maintain and update project contact lists, mailing lists, and other databases as required.
  • Other Duties: Perform other duties as assigned.

Qualifications:

Work History:
  • Finance, accounting, or administration, preferably with a development project, NGO, government agency, or private sector for 2 to 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • A diploma or certificate in accounting/bookkeeping is an advantage.
  • Experience in supporting donor-funded projects (e.g., GEF, UNDP, EU…) is an asset.
  • Familiarity with financial software and MS Excel is required.
  • Self-motivated and able to work under pressure with minimal supervision.
  • Strong team player with a positive attitude and willingness to learn.
  • Excellent organizational and time-management skills, with attention to detail.
  • Good interpersonal and communication skills.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook).
