JOB PURPOSE:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will work under the direct supervision of the Assistant Director for Development and in close collaboration with Programme Managers, Provincial Coordinators, Finance, and partner organizations.
The MEAL Officer is responsible for designing, implementing and strengthening the MEAL system for Programmes. The position ensures high-quality monitoring, data management, accountability mechanisms, evidence-based reporting, organizational learning, donor compliance, and continuous programme improvement.
- Monitoring, Evaluation and Learning:
- Develop and maintain programme MEAL frameworks, logical frameworks, indicator tracking tables, and monitoring plans.
- Design appropriate quantitative and qualitative monitoring tools aligned with donor requirements and organizational standards.
- Ensure timely collection, verification, validation, cleaning and analysis of programme data.
- Conduct regular field monitoring visits to assess implementation quality, progress, outcomes and compliance.
- Support baseline, midline, end-line surveys, assessments and evaluations.
- Develop dashboards and monitoring reports to support evidence-based decision-making.
- Track programme indicators and ensure data quality through routine Data Quality Assessments (DQAs).
- Document lessons learned, best practices, innovations and success stories for programme improvement.
- Accountability and Safeguarding:
- Support the establishment and implementation of Community Feedback and Complaint Response Mechanisms (FCRM).
- Monitor beneficiary satisfaction and ensure community participation throughout the programme cycle.
- Promote accountability to affected populations in accordance with Caritas policies and donor standards.
- Ensure that MEAL systems integrate child safeguarding, disability inclusion, gender equality, and protection principles.
- Data Management and Reporting:
- Develop and manage programme databases and digital data collection systems where applicable.
- Ensure data confidentiality, security and ethical management of sensitive information.
- Review and verify monthly, quarterly, semi-annual and annual reports submitted by Provincial Offices.
- Prepare high-quality analytical reports, indicator summaries and presentations for management and donors.
- Ensure timely submission of donor reports in accordance with reporting schedules.
- Capacity Building:
- Build the capacity of programme staff and partners on MEAL concepts, data collection methodologies, data quality standards, and reporting.
- Provide coaching and technical support to provincial teams on monitoring tools and data management.
- Promote a culture of learning and evidence-based programming across the organization.
- Programme Development:
- Contribute to programme design by developing results frameworks, indicators, theories of change and MEAL plans.
- Support proposal development through situation analysis, evidence generation, baseline information and indicator formulation.
- Participate in programme reviews, strategic planning and donor visits.
- Perform other duties assigned by the Assistant Director for Development.

- Master's Degree is preferred
- Bachelor's Degree in Development Studies, Statistics, Social Sciences, Public Health, Education, Disability Studies, International Development, or other related disciplines.
- Monitoring, Evaluation, Accountability and Learning (MEAL) within international or national NGOs for 3 to 5 years as a minimum
- Strong knowledge of Results-Based Management (RBM), Theory of Change, Logical Framework Approach (LFA), and Results Frameworks.
- Strong understanding of quantitative and qualitative research methodologies.
- Ability to analyses programme data and produce evidence-based reports.
- Familiarity with disability inclusion, child rights, child safeguarding, gender equality, and protection mainstreaming.
- Knowledge of accountability mechanisms, feedback and complaint systems, and data protection principles.
- Good analytical, problem-solving and critical thinking skills.
- Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint).
- Experience with Excel data analysis (Pivot Tables, formulas, dashboards).
- Knowledge of statistical software (SPSS, STATA, Power BI, R, or similar) is an advantage.
- Experience using online databases and digital data collection platforms.
- Excellent written and spoken Khmer and English.
- At-least 3 referees attached
