People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN-Cambodia began operations in the country in 2008 and has worked on diverse portfolios and implemented a variety of programs and projects. PIN’s work focusing on Covid-19 responses in urban and rural settings, professional and vocational education, Cambodia’s transition towards cleaner energy with a focus on solar power, vulnerability mapping and poverty reduction, and continued work on disaster management and early warning systems.

Position Summary

Line Manager: MEAL manager

Location: Phnom Penh – with frequent trips to provinces of target project

Duration: 4 months

Starting date: 01st October 2025

Monthly Allowance: Amount 100USD (Full-Time)

About the position

The MEAL Department, in close coordination and cooperation with Country Management Team (CMT), provides leadership to all the MEAL related processes and activities across PIN’s Country Programme in Cambodia by putting in place necessary systems and mechanisms ensuring high quality and standards of PIN MEAL in the following four sub-areas: monitoring, evaluation, accountability and learning.

The MEAL Department provides reliable information about project implementation to the project management with an aim to support their efforts to ensure and constantly improve quality of project activities and respond adequately to the needs of beneficiaries. The department also checks continuously the relevance of the intervention and tests project assumptions.

Under the direct supervision of the MEAL Manager and direct supervision of CFRM, Safeguarding, GESI and MEAL Officer, the MEAL Assistant Intern conducts monitoring of activities such as structured field and phone interviews, in-depth face-to-face interviews, field visits and observations, organises focus group discussions (FGDs) during MEAL related studies (e.g. Post intervention monitoring-PIM/post distribution monitoring-PDM/endline assessments, etc.) and drafts reports about these activities, and supports other MEAL related activities and tasks.

Internally, the MEAL assistant Intern cooperates with the MEAL department and relevant program and operation team members to support timely and quality implementation of MEAL activities. The MEAL assistant Intern directly reports to the MEAL Manager.

Expectations - Duties, Responsibilities
  • Specific duties and responsibilities:
  • Collaborates with program staff to ensure timely execution of assigned MEAL activities, including collaboration with the staff of implementing partner organization;
  • Assists in the development and adaptation of data-collection tools and performs quantitative and qualitative data collection as instructed by the MEAL Manager, such as: in-person and/or phone-based structured and/or semi-structured interviews, focus group discussions, as well as conducts field visits and observations, ensuring the quality of data collected;
  • Programs survey questionnaires in KoBo Toolbox;
  • Captures data using digital data entry in KoBo forms, accurately enters and submits collected data via digital data gathering platforms on tablets/mobile phones on daily basis;
  • Checks the quality of data collected continuously as it cumulates and follows up on any errors or challenges arising in the process;
  • Ensures anonymity of respondents, where applicable, and follows confidentiality and security procedures to ensure that the privacy of each respondent is protected;
  • Identifies, documents and reports any challenges that could affect the quality of the data;
  • Initiates independent monitoring visits of projects with the aim of receiving or validating data/information on specific projects and strengthening accountability (activity monitoring, distribution monitoring, post-distribution monitoring);
  • Participates in training sessions and team meetings as required by the MEAL department;

  • The MEAL Assistant Intern adheres to PIN National Staff Policy and all other policies and guidelines and complies with PIN Safety and Security policy and Code of Conduct while performing his/her responsibilities;
  • Is obligated not to purvey any confidential information concerning any of PIN activities outside of PIN to any third party;
  • Actively engages in personal and professional development by attending relevant trainings, webinars, and following an individual capacity building plan in coordination with the supervisor.
  • Maintains, uses and manages efficiently all PIN data collection devices.

Requirements - Skills, Qualifications, Experience
  • Studied or completed a degree in social science, economics, statistics or any related field or any related field
  • Knowledge of electronic data collection tools is preferred.
  • Passionate on MEAL.
  • Computer literacy required, including proficiency in MS Word, Excel, and PowerPoint.
  • Fluent in writing and speaking Khmer and English.
  • Availability to work on weekend/holidays (In cases of urgent work or similar circumstances).
