Monitoring and Evaluations Advisor

Position Summary

We are looking for a Monitoring and Evaluation Advisor to support our partner AVSF Cambodia. This 7 month volunteer position, supporting the VETS and AGROW projects in the Battambang province, will provide technical support to strengthen AVSF Cambodia M&E strategies and tools through the development and management of performance monitoring systems. The successful candidate that qualifies for travel status will be provided a $1,500CAD/month Monthly Living Allowance.

Expectations - Duties, Responsibilities
  • Provide technical guidance to AGROW project M&E specialist, AGROW project Manager and field project teams on conducting baseline assessments, evaluations and setting up monitoring and reporting systems.
  • Strengthen the capacity of AVSF Cambodia staff and critical stakeholders, in data collection methodology and M&E systems (in general) through training, coaching, mentoring, and ongoing project support.
  • Participate actively in the implementation of M&E processes by developing data collection tools, providing technical support and quality control.
  • Organize and conduct training on M&E/MIS for the AVSF Cambodia staff and stakeholders. 
Requirements - Skills, Qualifications, Experience
  • Essential
  • 2-3 years of relevant experience in a development and/or humanitarian contexts
  • implementing M&E activities of international development projects
  • Experience developing, leading and managing M&E initiatives
  • Experience in performance measurement, including data collection and analysis tools, indicator selection, target setting, reporting, and developing M&E and/performance monitoring plans.
  • Experience in use of data to inform decision-making, planning, and performance monitoring
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact.)
  • Excellent research and evaluation skills, facilitation skills, diplomacy, leadership and teamwork skills.
  • Demonstrated experience in capacity building and mentoring of staff
  • Desirable
  • Effective cross-cultural communication skills
  • Commitment to the principles of volunteer cooperation and familiarity with participatory approaches to development, including the promotion of gender equality, good governance and environmental sustainability.
  • Promotes a knowledge sharing and learning culture in the office
  • In-depth knowledge on development issues
  • Ability to advocate and provide policy advice
  • Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills
  • Previous international work / volunteer experience in development sector.
