Monitoring and Evaluation Specialist

Position Summary

The position is for MCH&GHS

Location: National Office, Phnom Penh

Contract:  Fixed term (9.5 months)

M&E Specialist plays a key role in ensuring M&E process with high quality and delivering evidence for CGPP project. In addition, the M&E Specialist will fulfil an analysis function to ensure the evidence and trends from monitoring and evaluation are identified and shared with project team and other key stakeholders to inform decision making. Moreover, M&E Specialist will ensure the capacity building of understanding M&E plan is well equipped and well implemented.  

Duties & Responsibilities:
  • M&E quality assurance: 
  • Guide project team to follow M&E plan and requirements from donors 
  • Support project team to implement M&E which well-aligned with guidance  
  • Conduct field visits to ensure quality and consistency in monitoring practice 
  • Use monitoring data to facilitate the reflection session with project team for improvement and decision making 
  • Project Information Management: 
  • Facilitate and lead development and continual improvement of simple M&E processes, guidelines and tools to strengthen M&E practice.  
  • Lead data monitoring process and reporting to meet the requirements and guideline. 
  • Review the progress and quality of monitoring implementation by tracking data via database and/or conduct field data validation 
  • Coordinate with all project team members to produce a good quality reporting 
  • Data Analysis:  
  • Provide data consolidation and analysis of all available data led, resulting in the generation of evidence of change at the national level 
  • Regular review all monitoring data from field level  
  • Conduct data analysis for reporting and decision making as needed
  • Capacity Building and Learning:  
  • Provide capacity building to all project team and relevant stakeholders on M&E framework and requirement 
  • Provide an update on the changes of M&E to all project staff and relevant stakeholders  
  • Facilitate learning and reflection to improve M&E implementation. 
  • Actively participate and/or play a lead role in learning events. 
Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Bachelor's Degree in public health, social science or related fields
  • Master's Degree in public health science, epidemiology is preferred
Work History:
  • Managing team , delivering training for 1 year as a minimum
  • Programme/project planning and/or design, monitoring, and evaluation for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Degree or significant training in monitoring & evaluation, or programme/project planning. (Preferred) 
  • Demonstrated competency in implementing baseline/monitoring/evaluation, including: designing monitoring/evaluation methodology, data collection and analysis tools, managing data collection in the field, analysing data, recommendations development and report writing, Programme Information Management System 
  • Understanding of M&E principle
  • Proficiency in English (reading and writing) 
  • Travel and/or Work Environment: Up to 30% of the time within the zone areas
Soft Skills
  • Strong analytical/problem solving, detail orientation , interpersonal, organizational and time management skills 
 
 

Finance and Administration Officer

Position Summary

The position is for MCH&GHS

Location: National Office, Phnom Penh

Contract: Fixed term (9.5 months)

Duties & Responsibilities:
  • Administration and Procurement Compliance:
  • Provide overall administrative and logistic support to the project in timely and efficient
  • Support procurement processes by preparing requests, obtaining quotations, and ensuring compliance with procurement policies.
  • Coordinate travel arrangements, vehicle use, accommodation, meeting logistics, and field visit planning.
  • Coordinate event planning and event logistics.
  • Oversee the safe storage, use, and maintenance of project equipment and materials.
  • Cultivate solution-oriented approaches to ensure compliance with policies, procedures and accountability standards.
  • Provide supports and controls on project assets including effective management of asset registered and disposition of any unused/unneeded assets in compliance with WVI-C and donor policies
  • Review and verify assets listing regularly as per policy and donor compliance required
  • Support in venue booking, catering, accommodation, transportation, and supplies.
  • Provide on-site support to ensure smooth delivery of workshops and field activities.
  • Financial management, internal control and compliance for the project:
  • Review and post financial transactions including payments, advances, liquidation, and reimbursements.
  • Ensure all expenditures follow WVI and donor financial policies, internal controls, and audit standards.
  • Process and review all financial vouchers from project staff to ensure that the coding is correct and back up with sufficient supporting documents and to comply with WVI-C and donor’s policies
  • Review monthly ledger and make adjustment before ledger closed to ensure correct coding of expenses that the expenses charge to project are eligible and allowable.
  • Review monthly project cash requests with compare the cash need with budget and take immediate action on significant cash balance during the month
  • Prepare donor financial reports, and WVI-C financial reports.
  • Assist the Senior Project Manager in forecasting, budget planning, and financial risk monitoring, variance analysis, and ensure spending aligns with approved budgets.
  • Analysis reports, and advise the Senior Project Manager to deal with project burn rate (budget vs actual)
  • Scan all project invoice/payment vouchers and other supporting document for WVI-C expenditures including review of scan documents from NGO Partners
  • Budget Management and Compliance:
  • Lead in the preparation of internal budget plans and any reformulated budgets as requested by WVI-C and donor
  • Support the Senior Project Manager in annual budget preparing process, and budget revision to ensure the correct timeline, approved budget amount, coding and support project team to monitor to spend as planned.
  • Financial management of partners:
  • Process and monitor funding transfer and advance to the implementing partners.
  • Review and verify monthly financial reports of the assigned implementing partners, and post in WVI’s accounting system.
  • Provide technical advice and lead implementing partners to prepare annual and/or to revise budget if any applicable.
  • Conduct regularly financial review and follow up corrective action on issue finding with partners
  • Work with the Senior Project Manager to analyze the capacity gap of working partners (selected) and to address for fully meet standard as per requirements
  • Influence partners to change on financial practice to comply with WVI financial policies and donor
  • Provide training and refresher financial guidelines to all partners to ensure compliance as sated in subgrant agreement.
  • Responsible for blocked party screening process is required
  • Responsible for partners re-assessment with every 24 months.
  • Audit: Supporting both internal and annual external audits for the grant, including preparing financial documentation, responding to audit queries, ensuring compliance with donor requirements, and facilitating the auditors’ review process.

Qualifications:
  • Bachelor's Degree in Accounting management, financial and banking management or any relevant degrees
Work History:
  • Working in similar roles of core financial management with NGOs/INGOs for 2 years as a minimum
  • Directly managing and handling Grants budget, and handling with local NGO partners for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Good English and Khmer communication in both reading and writing
  • Willing and able to travel with project areas at least 20 % to support the implementation and monitoring the program.
  • Financial monitoring /Liaison/ Communication skills
  • Knowledge of financial management and internal controls
  • Proficiency in English (reading and writing) 
  • Travel and/or Work Environment: Up to 30% of the time within the zone areas
