Monitoring and Evaluation Specialist
Location: based at ISF Stueng Meanchey Office
Accountability and Relationship:
- Report to Chief Executive
- Liaise with other departments / programmes namely operation teams both Stueng Meanchey and Chbar Ampov, football programme, English programme, and employment programme.
- Collaborate with Programme Managers and the Development & Communications team to design and implement comprehensive monitoring and evaluation plans for all projects.
- Track project results at various levels—outputs, outcomes, and impact—ensuring alignment with program goals and donor requirements.
- Collect, analyze, and report both qualitative and quantitative data to assess program performance, identify implementation gaps, and support adaptive management.
- Lead data analysis efforts by summarizing trends and insights from field operations and supporting teams in translating data into actionable intelligence.
- Develop, maintain, and regularly update the project indicator tracker to reflect accurate and timely progress.
- Oversee data entry processes in the organization’s database system; provide capacity building and ongoing technical support to operations teams.
- Act as the primary focal point for the organization’s data management platform, ensuring data integrity through routine checks and updates.
- Review and refine existing data collection tools and methodologies to improve data quality and relevance.
- Incorporate field-level feedback and program insights to continuously enhance the M&E system and ensure learning loops.
- Regularly update and share key M&E findings with the Chief Executive, Programme Managers, and Development & Communications team.
- Prepare annual activity reports for MoU renewal and required submissions to partner ministries or regulatory authorities.
- Lead the development and rollout of M&E frameworks, tools, and systems for program tracking, evaluation, and performance monitoring.
- Utilize AI-powered analytics platforms and modern data tools to improve data accuracy, enable predictive analytics, and support strategic forecasting.
- A minimum of a Bachelor’s degree in a relevant field such as Social Sciences, Development Studies, Statistics, ICT, or related disciplines.
- At least 4 years of hands-on experience in monitoring and evaluation, data management, and analysis within development, community-based, or public sector programs.
- Strong ICT literacy with working knowledge of MS Office, cloud-based platforms, and data entry tools.
- Proficiency in M&E software and data analysis tools (e.g., Excel, SPSS, STATA, R, Power BI, KoboToolbox).
- Demonstrated data management skills, including data collection, verification, cleaning, storage, and analysis.
- Knowledge of baseline surveys, field research methodologies, and participatory monitoring techniques.
- Experience in preparing clear and concise reports, including narrative and data-driven formats.
- Up-to-date understanding of AI, big data, and digital development trends and their relevance to M&E practices.
- Excellent written and spoken English proficiency.
- Strong interpersonal and communication skills for effective collaboration with teams, partners, and community stakeholders.
- Proven problem-solving skills and a proactive approach to challenges.
- Ability to work independently, manage priorities, and meet deadlines with minimal supervision.
- Willingness to learn and adapt to new technologies or approaches in M&E.
- Experience or understanding of community-based programming is considered an asset.
