The M&E Officer leads Monitoring, Evaluation, Accountability, and Learning (MEAL) across the project team, ensuring that M&E frameworks align with project objectives and donor requirements. The role designs and implements M&E tools, integrates data collection into daily operations, ensures disaggregated analysis, and produces reports that support organizational learning and accountability. The M&E Officer provides technical M&E support to the project team, project coordinators, officers, and the Program Manager to enable data‑driven decision making, program adaptation, and knowledge sharing. The position reports to the Program Manager.
The M&E Officer is responsible for designing, updating, and implementing the project M&E framework, including setting logical frameworks, indicators, baselines, targets, and data collection plans, and developing and piloting quantitative and qualitative tools, SOPs, and checklists.

DELIVERABLES AND KEY PERFORMANCE INDICATORS:
Deliverables
- Finalized MEAL framework, indicator matrix and data collection plan within first 3 months.
- Baseline report within agreed timeline; midline and endline reports as scheduled.
- Monthly/quarterly monitoring dashboards and donor reports.
- At least 3 learning products per year (case study, brief, or learning event).
KPIs
- Data quality: ≥95% completeness for core indicators; ≤5% data entry error rate.
- Timeliness: 100% of donor reports submitted on time.
- Utilization: Evidence of MEAL-informed program changes documented in quarterly minutes.
- Capacity: Minimum two M&E trainings delivered annually with post-training improvement in staff M&E competency scores.
WORKING CONDITIONS AND TRAVEL:
- Regular travel to field sites required (estimate 40% of time; adjust as needed).
- Support the Project Coordinator in workshops, ToT and awareness-raising activities.
- Office-based with flexible field schedules; occasional weekend or evening work during assessments or reporting periods.
- M&E System Design and Management
- Lead design, roll-out, and maintenance of the project MEAL framework, results framework, indicator matrix, baselines and targets.
- Develop, pilot, and maintain quantitative and qualitative tools, SOPs, checklists, and data collection plans.
- Ensure M&E frameworks align with project objectives, donor requirements, and government systems.
- Data Collection and Quality Assurance
- Oversee and supervise monitoring visits, surveys, field assessments, and data-collection teams.
- Implement data quality assurance processes: validation, cleaning, triangulation, and periodic audits.
- Ensure ethical data collection and secure storage with appropriate consent and confidentiality safeguards.
- Analysis, Reporting and Visualization
- Analyze and synthesize monitoring and evaluation data into dashboards, visualizations, and concise reports with actionable recommendations.
- Lead baseline, midline and endline evaluations and ad hoc assessments.
- Produce timely donor and internal reports that meet quality and compliance standards.
- Learning, Accountability and Capacity Strengthening
- Facilitate learning events, data-sharing workshops, and knowledge products (case studies, briefs).
- Train and mentor project staff, partners and data collectors on M&E concepts, tools and data use.
- Promote adaptive management by translating MEAL findings into programmatic improvements.
- Stakeholder Coordination and Compliance
- Liaise with donors, government counterparts and partners to harmonize indicators and integrate M&E into local systems.
- Maintain compliance with donor reporting requirements and internal MEAL policies.
- Manage digital M&E systems, version control, and secure filing of M&E documentation.
- English - Fluent is required
- Khmer is preferred
- Master's Degree is preferred
- Bachelor's Degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or related field.
- Experience: Minimum 2–4 years of progressive M&E experience in international development or humanitarian programs; experience managing MEAL across multi-stream projects preferred.
- Technical: Proven experience designing logical frameworks, indicators, baselines, and evaluation methodologies; experience with quantitative and qualitative methods.
- Systems: Hands-on experience with digital data collection platforms (e.g., KoboToolbox, Excel and SPSS), database management, and dashboard tools.
- Languages: Fluency in English required; local language(s) an advantage.
- Analytical skills: Strong quantitative and qualitative analysis, data visualization and report writing.
- Communication: Clear, concise writing and presentation skills for diverse audiences (internal team, donors, government, communities).
- Leadership: Ability to supervise field teams, build capacity, and foster a learning culture.
