Position Summary

Reports To: Program Director

Location: Epic Arts – Kampot Province

Contract: Fix Duration Contract

Type of role: Mid-Level

Monitoring and Evaluation (M&E) Officers are vital to NGOs’ programs. The MEAL Officer will support and further strengthen Epic Arts' Monitoring, Evaluation, Accountability, and Learning system across all projects and programs, including inclusive education, disability inclusion, arts advocacy, family support, youth leadership, vocational and higher education pathways, and community engagement.

The role will support consistent data collection, monitoring, evidence-based learning, accountability to communities and donors, and timely reporting. The MEAL Officer will work closely with the Program Director, project leads, social work team, education team, arts team, and other relevant staff to ensure project results, learning, challenges, and beneficiary changes are properly documented and used to improve program quality. This involves providing evidence-based insights to project leadership to improve planning and solve implementation constraints.

Duties & Responsibilities:
  • MEAL System and Tools
  • Support the development, improvement, and regular use of MEAL tools, templates, databases, and tracking systems.
  • Design and refine monitoring tools, logic models, guidelines, and evaluation methodologies with support from the Program Director.
  • Ensure MEAL tools are aligned with project indicators, donor requirements, and organisational learning needs.
  • Support teams to use standard data collection and reporting tools consistently.
  • Maintain organised and up-to-date project data, evidence, and means of verification.
  • Data Collection and Verification
  • Collect, review, clean, and verify project data from different teams and project activities.
  • Support baseline surveys, endline surveys, assessments, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), monitoring visits, and other data collection processes.
  • Check data quality, accuracy, completeness, and consistency before it is used for reporting.
  • Support disaggregation of data by sex, age, disability, location, and other relevant categories.
  • Assist Project Officers in entering, managing, and reviewing project data in the database.
  • Monitoring and Field Support
  • Conduct regular monitoring visits to project sites, schools, communities, training activities, performances, and partner activities.
  • Monitor project progress against workplans, indicators, targets, and expected results.
  • Identify implementation gaps, challenges, risks, and learning points, and share them with relevant teams for follow-up.
  • Support staff to document beneficiary changes, case stories, advocacy actions, and outcome-level evidence.
  • Reporting and Donor Compliance
  • Support the preparation of MEAL updates, donor reports, project progress reports, and internal program reports.
  • Compile and analyze data to prepare comprehensive monthly, quarterly, and annual reports for internal and external stakeholders.
  • Provide accurate data, evidence, analysis, and means of verification for donor reporting.
  • Ensure project results and achievements are documented clearly and supported by reliable evidence.
  • Work with project teams to ensure reporting deadlines are met.
  • Accountability and Learning
  • Support feedback and accountability mechanisms for beneficiaries, families, communities, partners, and stakeholders.
  • Help ensure community feedback, complaints, and suggestions are recorded, followed up, and used for learning.
  • Support reflection meetings, learning sessions, and project review processes.
  • Contribute to organisational learning by identifying lessons learned, good practices, and areas for improvement.
  • Capacity Support to Staff
  • Provide practical support and guidance to staff on data collection, monitoring tools, indicator tracking, and reporting requirements.
  • Support teams to understand MEAL requirements and use evidence in planning and decision-making.
  • Work closely with project leads to improve documentation, activity reports, and data quality.
  • Safeguarding, Inclusion, and Data Protection
  • Ensure all MEAL activities follow Epic Arts' safeguarding, child protection, disability inclusion, and data protection principles.
  • Ensure informed consent is collected when gathering stories, photos, case studies, or personal information.
  • Promote respectful, inclusive, and accessible data collection methods for children, youth, persons with disabilities, families, and communities.

Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Bachelor's Degree in Social Sciences, International Development, Statistics, Project Management, or a related field
Work History:
  • M&E, project management, or data analysis within a related sector for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong understanding of monitoring, evaluation, accountability, learning, and project reporting.
  • Experience in data collection, database management, surveys, interviews, focus group discussions, and field monitoring.
  • Good computer skills, including Microsoft Excel, Word, online forms, and data management tools. Proficiency with data analysis software and data collection tools is an advantage.
  • Understanding of disability inclusion, child protection, education, community development, or NGO work.
  • Experience working in the NGO sector in Cambodia.
Soft Skills
  • Strong analytical, communication (English and Khmer), and project management capabilities, with a proven ability to collaborate across diverse teams
